碩士 / 國防大學 / 戰略研究所 / 107 / From the "China threat theory" of the last century to the "China collapse theory", from the "hard power", "soft power" to "sharp strength" concept debate, Western society has always been full of anxiety and distrust of the rising CCP. In 2013, Xi Jinping proposed the "The Belt and Road" initiative, which not only became an important part of the CCP's national security strategy, but also played a key role in the CCP's foreign policy. Neo-realism and neo-liberalism are the two major schools of international relations theory. Their theoretical value is laid and promoted in constant debate and revision. This thesis uses the core discourse of the two theories as the theoretical basis to examine the diplomatic layout of the CCP's "21st Century Maritime Silk Road". As a result, the foreign policy implication of PRC’s "21st Century Maritime Silk Road" is based on neo-realism as its essence and neo-liberalism as its means.
