A Study on the Evaluation of Key Factors of Vessels' Demurrage for Taiwan’s D Oil Refining Corporation / 台灣D煉油公司船舶滯期風險關鍵因素之研究

So far, the main position of fossil energy represented by oil and natural gas in energy consumption is still unshakable. Taiwan's energy supply accounts for only 2.02% of its own energy, and imported energy accounts for over 97%. The use of energy is also increasing rapidly with population growth, industrialization, and economic growth. Crude oil accounts for about 80% of all costs, so crude oil import planning and scheduling is a very difficult job and is closely related to the refining company's profit and loss. Crude oil import dispatch, crude oil tank storage capacity, finished tank storage capacity and refinery units must be closely coordinated and dispatched to reduce Vessels' Demurrage and create the highest efficiency of refining companies.
Vessels’ demurrage is an unnecessary production cost. How to analyze the refinery's own operating characteristics and propose improvement plans to reduce the frequent occurrence of vessels’ demurrage is a real problem that all refining companies must face, especially in the era of refining companies and crude oil. Frequent price fluctuations are a serious problem.
This study establishes the target level structure of Taiwan D oil refinery vessels’ demurrage risk by using the fishbone diagram through expert brainstorming method. It solves the problem of the demurrage risk of the refinery company through the expert questionnaire and the Analytic Hierarchy Process (AHP). Discuss the key factors causing the ship's demurrage and analyze its weighting. Let oil refining companyies understand the reasons for the key factors of vessels’ demurrage and propose effective control strategies to effectively avoid the risk of vessels’ demurrage, reduce the cost of refining, and create stable profits for the company.
