The frequent activities of fairways will inevitably lead to traffic congestion in the sea area. It is also necessary to consider the National Army, Coastal Guard and other units to conduct irregular drills or military exercises in the Taiwan waters. If the exercise area is around the fairways, it will make the traffic congested because the ship must be prohibited from entering or approaching the exercise area during the exercise.In addition, when accidents such as disasters occur at sea, it is even more necessary to strictly prohibit ships from approaching or entering areas where disasters occur. These conditions will make the traffic in the sea area more congested. The traffic congestion in the sea area may cause the ship to collide or increase the probability of other dangers. As the navigation aids and instruments of the ship continue to evolve, the collision or other marine disasters of the ship can be greatly reduced, but some accidents of shipwreck still happen at the present.Thus, for marine security related units such as the Coast Guard Administration, the Maritime and Port Bureau, MOTC and the Coast Station, it is necessary to know exactly the information about the dynamics, location and location of all ships on the Taiwan’s sea area. At the present, ship of dynamic information must be monitored through radar, satellite or automatic identification system(AIS). When a shipwreck event occurs, the DSC system can transmit information such as the location of the ship and the ship identification code to the shore for assistance. In the first time when a ship has a shipwreck, the personnel of the vessel rescue unit must know the detailed information of the ship as soon as possible before appropriate rescue operations. Since AIS and DSC are independent and separate operating platforms, cause the information that shipwreck rescue units needed is displayed on different platforms. This may cause the problem that information cannot be effectively integrated then hard to interpretation information when rescue personal compare the ship information with the relevant shipwreck information.Therefore, the research developed the vessel traffic dynamic monitoring system by integrated AIS and DSC to solve that AIS and DSC displays their vessel information on the different information platform. The system can provide vessel location and shipwreck information to vessel rescue unit rapidly, let it can conduct dispatch and rescue. In addition, the system can set up the vessel traffic prohibition region depend on maneuver and dangerous sea area. When ships approach or enter dangerous sea area, the system will make an alarm immediately to assist user informs ships in leaving the sea area where navigation is prohibited.
