碩士 / 國立臺灣海洋大學 / 河海工程學系 / 107 / Sewage sewers are one of the necessary public buildings for modern cities. They are also an important indicator of urban civilization and quality of life. The Greater Taipei area (North-North Capital Metropolitan Area) is China's largest metropolis, with developed industries and a population of more than 7 million. In the early stage, due to the backward construction of sewage sewers, the water bodies of the freshwater system were seriously polluted, which had a great impact on the living environment and the health of the people. In view of this, the government is actively promoting the construction of sewage sewers, and aims to achieve the goal of river purification and environmental quality in the shortest time.
Under the active construction of the Taipei City Government, by the end of the Republic of China, the total number of house owners had been taken over by 853,379, and the occupancy rate of the house number was 76.54%, which is the highest penetration rate in China. However, the sewage sewer promotion process has encountered many users. Difficulties in taking over the need to be eliminated, how to overcome obstacles and construction in difficult areas, has become a problem in the future to effectively improve the user acceptance rate. The Department of Health and Sewerage Engineering of the Taipei Municipal Government's Works Bureau (hereinafter referred to as the Taipei City Labor Department) is the organ responsible for the construction of sewage sewers in Taipei. This study integrates the implementation of the Taipei City Health Service over the years due to obstacles and difficulties. Cases that cannot be taken over, discuss construction techniques, norms or use government procurement methods, and study the enforceable principles to improve the takeover penetration rate.
