The Study of Risk Assessment on Coastal Erosion and Remedies: Case Study of Yunlin and Kaohsiung / 海岸侵蝕風險評估及因應策略研究-以雲林、高雄為案例

碩士 / 國立臺灣海洋大學 / 河海工程學系 / 107 / In 1986, Taiwan declared martial law, the government allowed to construct in coastal areas. Social demand increased fast, so coastal was high-density construct. Structures were built in coastal, at the same time, they changed the original sand transport system, caused coastal erosion and lost the land. If coastal is eroding, seawalls may break and cause flooding by storm surge during the typhoon, it will influence people's life and property. This study uses risk assessment to discuss coastal erosion, the compound disaster, and social factors, and it will also propose remedies to different risk level.
This study had two study areas, Yunlin Coastal and Kaohsiung Coastal which was between Errin River and Dianbao River. And it assessed risk extent of different population density in first-grade coastal protection. First of all, it used shoreline change analysis and volumetric analysis to define erosion shore and structure's influence area. Then, this study calculated the flooding level of storm surge by Digital Elevation Model and 50-years return period tidal level. To analyze the villages which were behind erosion coastal shore, if the buffer zone would disappear by coastal erosion in five years. Second, using the risk assessment principle by the United Nations Disaster Relief Organization, it was composed of the hazard index and the vulnerability index expressed the feature of disaster and social damage by the disaster respectively. This study added resilience factor into vulnerability index as a social ability to adapt the damage by the disaster. And then, using the questionnaire survey calculated the weight of each factor, it was assessed by experts. Afterward, the hazard index and the vulnerability index was put into the risk matrix and calculated the risk level. Furthermore, this study also used the result of the risk level to draw a coastal erosion risk map. Finally, each risk level used a different remedy, the higher risk level applied stronger engineering measures and the non-engineering measures of better disaster prevention or avoidance effect, and vice versa.
After the analysis of this study, the Yulin Coast's area behind the coastal erosions shore has four villages of the mid-lower risk level, it includes Wengang Village, Hefeng Village, Haikou Village, and Lincuo Village. The remedy is the engineering measure of soft and mix method. The villages of mid-risk level are Wugang Village and Gangxi Village, the remedy is the soft method engineering measure. In Kaohsiung Coast's Haiwai Village is mid-lower risk level, the remedy is the soft method engineering measure. Adapt from engineering measure, it can cooperate with the non-engineering measure of adaptation to these villages.
