Evaluating the Connectivity of Intercity Public Transport Network - A Comparative Analysis of Taichung City and Hualien County / 城際公共運輸路網連接性評估-以臺中市和花蓮縣的比較分析為例

碩士 / 國立臺灣海洋大學 / 河海工程學系 / 107 / Intercity public transport provides an efficient and affordable choice for passengers traveling between cities. However, to serve passengers more efficiently, intercity public transport has evolved towards faster and higher capacity transport services by sacrificing the accessibility of its services. Though the trend of getting more efficient and higher capacity not only makes competitiveness lower compared to private transportation vehicles but the development resources of intercity public transport are also gradually centralized in the urban areas, resulting in uneven development. In Taiwan’s case, except the above factors to make uneven development between western and eastern Taiwan, geospatial restrictions have been also a significant factor in making the unbalanced development between the two different regions for decades. That's the main reason that building good access services and promoting regionally balanced development has become the main issue regarding intercity public transport development.
Therefore, this study establishes a connectivity index to assess the network of intercity public transport and evaluates the degree of difficulty of passengers moving among each district by the transportation network. After integrating the measurement of activity density into the indicator, the study uses sensitivity analysis to explore the trade-off between equity and efficiency of intercity public transport resource allocation. In order to verify the operability of the indicators, Taichung City and Hualien County are used as case studies for comparative analysis, and combine with scenario analysis to investigate the benefits of relevant policies.
The result from this study indicates that the network in Taichung City is the better case considering both service capability of intercity public transport and access transport. Regarding the investment efficiency, it will be a better option to construct the network of intercity public transport in Taichung City; and develop access transport in Hualien County. While speaking resource allocation, Taichung City has great advantages in access transport but is no obvious difference with Hualien County in intercity public transport. In general, Hualien County is a relatively inferior area in our evaluation.
In Taichung City, Taiwan Railway, high-speed rail, and national highway bus are respectively the top three high-connectivity transportation systems which connect with a well-developed access transport network. Those advantages support Taichung city’s intercity public transport and make it steadily grow up as a high transportation efficiency and low accessibility system. In Hualien County, due to geospatial restrictions, high-speed rail and national highway bus are not available. Therefore, Taiwan Railway becomes the dominate service which is irreplaceable. Besides, a direct intercity public transport network will be a more preferred development stream due to its poor access transport.
According to the scenario analysis, Taichung MRT proved to be effective in improving the connectivity of Taichung City. Both straightening Taiwan Railway between Taipei to Yilan and laying dual tracks from Hualien to Taitung can promote the connectivity of Hualien County effectively. Especially, the former can also benefit Taichung City indirectly. Due to the less use of the South Link Line for servicing Taichung City and Hualien County, the electrification of the railway brings limited benefit to both Taichung and Hualien city. If all the above constructions are completed, Hualien County will be transferred from the inferior side to the superior side in resource allocation.
