Association analysis of the social network for marine tourism at keelung Heping Island / 基隆和平島海洋觀光與休閒產業社會網絡關聯分析

碩士 / 國立臺灣海洋大學 / 海洋文化研究所 / 107 / This study aimed to study the social network for the non-governmental organizations, government agencies, academic institutions, and community in themarine tourism and leisure industry in Heping Island, Keelung. This study adopted the secondary data from the Internet and conducted in-depth interviews with participants from non-governmental organizations, government agencies, academic institutions,and community. Analyses of the collected data included the overall density of thesocial network, the centrality of the social network, and the association among thenodes of the social network. Conclusions of this study are as follows:
1. At the current stage, the scale of the marine tourism and leisure industry in Heping Island, Keelung is not large. Several stores and corporations maintained basic
operation of the industry and seldom interacted with one another. This affected the survival mode of local industries. Local government agencies thus hoped to promote the overall development of local industries through planning and resources allocation to Heping Island.
2. In the social network for the marine tourism and leisure industry in Heping Island, Keelung, National Taiwan Ocean University plays a core role, and is an
important consultant. Secondly, such governmental agencies as Keelung City Government, the Tourism Bureau, Ministry of Transportation and Communication,and the Managerial Office of North Coast and Guanyinshan Mountain National Scenic Area proposed complementary measures targeting at the development of local industry. Additionally, non-governmental organizations and residents in Heping Island are the foundation and cooperators of the local industries, implementing the policies and programs proposed by government agencies and academic institutions.
3. While the relationship among each unit in the marine tourism and leisure industry in Heping Island, Keelung was close, the interactive information of these units were disperse and in equal relationship. In addition, except that parks in Heping Island had superior managerial units and OT manufacturers for operation, other units lacked a superior-to-subordinate hierarchical relationship. Thus, these units were not affected by related units easily and could contact with one another directly. When there was a conflict or a challenge in the industry, at the current stage, third parties,
including National Taiwan Ocean University, Keelung City Government, or the managerial and operation units of the parks in Heping Island would coordinate and communicate with these units.

Based on the aforementioned findings, third parties were recommended to integrate the development of the marine tourism and leisure industry in Heping Island,
Keelung, and cooperate with academic units to establish an industry-academic catalyst platform for marine tourism and leisure industry in Heping Island, Keelung to
cultivate talents for marine tourism. The process of drafting the white paper for the overall development in Heping Island, Keelung should be accelerated and involve
industries, governments, academia, and the community so that Heping Island will become an island for international Tourism.
