The Suggestions to the Regulations for Ships on Carriage of Dangerous Goods in Taiwan / 我國船舶危險品裝載規則與修訂建議

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 107 / The amount of dangerous goods increase year after year with the advance of science and technology, it not only becomes a burden to ports and terminal facilities, but also brings high management risks. Transporting dangerous goods become a headache for the shipping operators; it also shows the importance of dangerous goods transportation management.
In particular, the shipwreck accidents that caused by improper control of dangerous goods have frequently happened, which would cause the shipping companies to bear even higher risks and compensation problems, as well as causing casualties and environmental pollution at sea. This article through the latest revision of the International Maritime Dangerous Goods Code amendment 39-18, and the literature reviews to introduce the important changes in transporting dangerous goods and the trends we could take as a good reference to modify the Regulations for Ships on Carriage of Dangerous Goods in Taiwan, in order to make transporting dangerous goods more safety.
1.Although the IMDG Code was revised year by year, the disasters and losses of dangerous goods transportation in the world are still numerous. The latest version is Amendment 39-18 (can be used since 2019), but the Regulations for Ships on Carriage of Dangerous Goods in Taiwan the last revision year was 2015, which made it necessary to be revised.
2.After comparing with the IMDG Code, I make the suggestions to the Regulations for Ships on Carriage of Dangerous Goods in Taiwan, which is the amendments to goods aspect and transportation aspect. The safety of dangerous goods transportation can be improved through the amendments, and can be able to connect with the worldwide.
3.When proposing the amendments to the regulations, I find that there is no provision for the responsible persons of the Regulations for Ships on Carriage of Dangerous Goods, that is, the shipper’s responsibility and the training of the person on shore. For the purpose of cleaning the responsibility and risk for the shipper and the person on shore.
