Based on this, the Executive Yuan has shown that Port must conduct a comprehensive review every five years to meet the actual needs and revise the overall planning and future development plans of Port. Faced with 35 to 50 years of operating environment and traffic volume projections, both need to invest in manpower and funds. It should be based on changes in international and domestic objective situations, and rationally carry out dynamic review and adjustment, which is in line with the partnership between public and private entities. The spirit of the company and the goal of achieving a win-win situation for investors and the public interest, port construction is an important indicator of major public construction, and the management agency should take the public interest as a precondition to jointly assist the operators to operate and introduce the greatest contribution to national construction. The way, based on the implementation methods of various preferential policies and risk management, review the amendments and supporting measures of relevant laws and regulations, and encourage non-government to promote port development.
