The Commentary of Coal Transportation by Sea and Its Major Clauses in Taiwan / 我國煤炭海運運輸現況與主要運送條款之評析

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 107 / Electricity is the most important driving force for economic development, and also it is the most indispensable element of modern life. From emerging high-tech industries or general traditional industries, all are powered by electricity. Ample power is the key to economic development. In Taiwan, thermal power generation accounts for 80% of all energy generation. Among them, coal-fired power generation accounts for 40% of thermal power generation. In view of the escalation of trade war between China and U.S.A. as well as unpredictable market situation, a homecoming trend among Taiwanese entrepreneurs increase largely in year 2019. Under the aforementioned circumstance, the demand for both household and industrial electricity in Taiwan will be grown substantially and it will inevitably reach another peak in the next few years.

Coal is one of the five major dry bulk cargoes, and its maritime transport covers all ship types. It can be said that sea-transportation of coal is a microcosm of the shipping market and reflects the situation of the overall shipping market. In Taiwan, due to lack of own energy, coal import can only rely on shipping. This study will explore the characteristics and patterns of the bulk shipping market and analyze the demand for dry bulk. The method of this research collects relevant documents on bulk shipping and coal supply with demand firstly, analyze current situation of coal market and sea transportation in Taiwan, and then evaluate the shipment contract of coal transportation of Taiwan Power Company, who is the major coal importer in Taiwan, and raise problems and propose suggestions in order to strive for more aggressive freight on Taipower voyage shipments.

Through the research and evaluation of coal transportation voyage charter party, it is expected that the uncertainty in voyage charter party of Taiwan Power Company can be reduced in the future, and raising the inclination of bulk Owners and/or operators to participate the Taipower coal shipment tender business, thereby reducing the cost of sea transportation.
