The Analysis of Maritime Labour Convention 2006 Concerning with the Recreational Conditions on Board to Alleviate the Fatigue of Seafarers / 從2006海事勞工公約探討船上娛樂條件緩解船員疲勞之研究

In 2005, the Maritime Accident Investigation Branch (MAIB) of the United Kingdom pointed out directly that fatigue and understaffing of seafarers are the causes of accidents at sea. Although Taiwan's law of seafaeres have progressively revised working hours and rest conditions, and the implementation of the Maritime Labour Convention in 2006, there are still many maritime accidents. Even the onboard recreational facilities were regarded as ITF (International Transport Workers' Federation) and PSC’s (Port State Control) inspection purpose instead of using by the crew to relax, on highlighting the relevance and importance of crew fatigue and recreational conditions on board.
  This study attempts to summarize the fatigue of seafarers regulations, cases and literature. Through the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) and IPA (Importance-Performance Analysis) models, the main factors causing seafarers fatigue are living space and location, entry and departure frequency, weather between navigation and sea conditions. And using IPA model analysis to alleviate the crew fatigue factors are rest and sleep, port entertainment facilities, dietary conditions. The comprehensive analysis found that the weather and sea conditions are the factors that cause the fatigue of seafarers and are also the key factors to relieve the pressure.
  Finally, this study discusses the benefits, feasibility and practicability of the proposed new type of recreational conditions on board to relieve the fatigue of the seafarers. Enable the shipping company to improve the seafarers’ entertainment conditions in the future and it can also improve the future government regulations.
