A Study of the Occupational Competency Standard for Underwater Cultural Heritage Archaeologist / 水下考古人員職能基準研究

碩士 / 國立臺北教育大學 / 文化創意產業經營學系 / 107 / In view of the adoption of the “Convention on the Protection of Underwater Cultural Heritage” by UNESCO in November 2001, Taiwan, which is surrounded by the sea and has rich marine resources, also proposed the “Billing of Conservation and Management of Underwater Cultural Heritage” in 2008. A new era in the preservation of underwater cultural heritage in Taiwan had launched. More than 10 years’ development, the plentiful achievement had promoted to put the implementation of the “Underwater Cultural Heritage Preservation Act” which announced by the President of Taiwan in December 2015 . The “Underwater Cultural Heritage Preservation Act” includes all water development need to conduct water survey. The task of water survey combines marine history, underwater archaeology, underwater exploration and technology, which makes the integration of underwater technology and cultural heritage conservation becomes an important tendency. In Taiwan, the underwater research are to strengthen the integration of the management affairs, establish national level study institutions, cultivate professional talents, increase international cooperation, intensify the public education and promotion, to protect Taiwan’s precious underwater cultural heritage.
According to the qualification of underwater archaeology professionals in “Underwater Cultural Heritage Preservation Act”, that includes only the training of underwater cultural heritage preservation, and is positioned as a certificate issued by various agencies or professional organization. There is no requirement or standard of professional knowledge and technical capabilities. As the result, Taiwan’s underwater cultural heritage preservation tends to international standardization, and continues to be promoted and managed. The main research of the thesis is to explore the “Underwater Archaeologist Occupational Competency Standard”, and consider the definition of the literature and competency connotation. The research is based on “Modified Delphi Method” for three times, and the results were reviewed and analyzed to create suggestion for the cultivation competency reference
The results of the research indicate the current “Underwater Archaeologist Occupational Competency” standard. The standard summarized two dimensions of professional archaeological knowledge and professional underwater technology, four responsibilities, and twenty-five tasks. In addition, the research comprehensive list the importance of “required competency” are twenty-three items, and the most importance of “Mandatory competency” are two items, which are correspond to the purpose of the research.
