A mobile-based barrier-free service transportation platform for the disabled / 身心障礙人士行動無障礙服務運輸平台

碩士 / 國立臺北大學 / 企業管理學系碩士在職專班 / 107 / The transportation problems faced by the elderly and people with disabilities have received attention from policymakers and practitioners. Eden Social Welfare Foundation (Eden) has observed the challenges and expectations form the elderly and people with disabilities. Eden focuses on passengers and use ICT to integrate the resources of transportation service providers and governments and build an innovative transportation service platform. The main booking systems will be a mobile app that provides passengers with instant service information, including cost estimates, driver evaluation, and ride records.
This study presents a social business model for people with disabilities based on Eden’s mobile-based service platform for barrier-free transportation. This social business model illustrates how information and communication technology (ICT) is integrated with transport service providers and government resources to satisfy the transportation needs of disabled people. The contributions of the study are as follows: (1) This study shifted the research focus of similar studies from just the general population to the distinct population groups. (2) The introduced platform aims to relieve the elderly and people with disabilities from the tedious process of using different platforms. Through the platform, customers have instant access to information regarding barrier-free vehicles, driver reviews, driving routes, estimated time of arrival, discount information, cost estimates, and ride records, and can share their experience and information through social media platforms. (3) Practitioners can refer to the introduced platform and manage their resources through information systems. (4) Because the introduced system is considered part of the welfare system in Taiwan, the findings serve as a reference for policymakers to understand the lifestyle of the elderly and people with disabilities so as to provide better services.
As most existing studies about transportation center on the majority of the society, this study focuses on a mobile-based service system designed specifically for disabled people. Many issues regarding special populations, such as their socialization, travelling, and information needs, deserve scholarly attention.
