碩士 / 國立臺灣科技大學 / 營建工程系 / 107 / The largest base of the Republic of China Navy is located in Zuoying, Kaohsiung. The dock is frequently damaged due to the berthing of the ship's mission. Since the completion of the construction in the 1950s, there is no major planned construction project that causes the berthing and carrying capacity of the dock being gradually disappearing loss. In contrast, the national defense budget is declining year by year. It is undoubtedly worse for the overall structural safety of the dock. Fortunately, the naval engineering staff is striving for a budget, the Ministry of Defense adopts a rolling review and batches of budgets to handle the dock construction project.
This thesis takes the combination of Trestle Bridge and Piled dock C3 for example in Zuoying Harbor. It is different from the previous naval procurement planning and design method for large-scale maritime engineering about obeying technical service manufacturer who offers the basic design results. Instead, We use a mechanism of value engineering to analysis systematicly, and than find out the alternatives with the least budget when the safety and function of the original design method is not reduced. The results obtained can be used as a reference for the future construction of the dock. In addition, value engineering analysis process and method can be brought into the different types of naval military engineering, which can stimulate different modes of thinking and effectively retrench the budget.
