博士 / 中國文化大學 / 建築及都市設計學系 / 107 / This study takes the concept of healthy community and Transit-Oriented Development (TOD) as the core structure, and the theory of Space Syntax is combined to emphasize the “pedestrian walking” based design as the framework for urban development, by which an evaluation model with theoretical basis and applicable to TOD areas for urban planning is suggested. An observation of Taiwan's current urban environment and TOD development shows that the TOD planning is solely based on the distance from the station because of the lack of consideration of the environmental differentiation and local applicability among the TOD areas, where the connectivity of the pedestrian walking networks are so different that and the TOD areas are divided into two categories, namely, TOD-W (walking) and TOD-P (private vehicle), and thus the 6D elements of TOD are brought up by adding a new consideration of "differentiation and local applicability within the reach of mass transit" and thereby a brand new idea of TOD planning comes into shape. This paper comes with three main proceedings. The first is applying the Fuzzy Delphi Method (FDM) to analyze and establish 14 indicators for assessment of friendliness in a TOD healthy walking environment, and then combining the concept of grey theory with the Grey-ANP method to obtain the gray weights by which a "flexible decision-making" approach is proposed. The second is using Space Syntax for quantitative analysis of the pedestrian walking networks in the studied TOD areas, and then breaking the constraints on the studies of pedestrian walking so that the walking space in the conversion between the walking axes and topology can be properly taken into account, and therefore the resulted local integration values can more truly reflect the status of the walking network. Finally, an indicator system is introduced to evaluate friendliness of the TOD healthy walking environment for further improvement of the local integration, so as to construct a planning model for space restructuring of the TOD areas. Case studies of the MRT Yunfuzhong Station, Banqiao Station, Xinpu Station, Jiangzicui Station are given to obtain the values of friendliness in the TOD walking environment, and then from the perspective of TOD’s 6D planning concept, the current status of developing friendly healthy walking environment in the TOD areas are examined and discussed.
