碩士 / 德明財經科技大學 / 資訊管理系 / 107 / Featured as low cost, versatility and high efficiency, the unmanned air system can be applied to search and rescue, scientific research, activity monitoring and other folk activities, in addition to being used to execute military missions such as monitoring and surveillance, electronic warfare and fire support. On this basis, this study used the Analytic Hierarchy Process (AHP) to discuss the critical success factors of applying ship-based Unmanned Aerial System (UAS) to execution of maritime surveillance, hoping to provide reference for future UAS body performance enhancement, equipment payload demand and mission execution planning. The study results show that the critical success factors are in the following order: command control, mission operation, system capability and air safety management. Obviously, “command control” is required to be considered as the highest priority execution, when ship-based UAS executes maritime surveillance. Hence, the navy shall establish the competent authority specific to ship-based UAS command control, supplemented by inter-service and inter-department coordinative operation, to enable the navy to improve joint monitoring surveillance efficiency, reduce operation time and avoid resource waste of the National Revolutionary Army when ship-based UAS performs missions for combat readiness and surveillance, so as to enhance the UAS effectiveness in performing maritime reconnaissance.
