The Status and Prospects of Rural Communities in Taiwan-The Case Study of Rural Regeneration Communities / 臺灣農漁社區的現況與未來發展: 以農村再生執行計畫個案社區為例

碩士 / 文藻外語大學 / 國際事業暨跨文化管理研究所 / 107 / Together with the economic miracle of Taiwan, the young generation moved to the urban city in order to make better living. The consequence worsens the aging issue in the rural area. In addition to the demographic problem, the fertility rate revealed a serious problem of labor force supply as well as rural-urban gap. To improve the insufficient productivity in rural areas, Taiwan government initiated the “Rural Regeneration Act” in 2010 that was empowered to perform as the advocacy mechanism of residents’ participation in a self-help approach to their hometown.
The aim at this research was to test the relationship between sense of community, cognitions of government policy, and the intention to stay in the countryside. To accomplish this purpose, the questionnaire survey was employed to get the finding. The researcher selected three communities that were entitled the winners of “1st Golden Village” contest, they served as target samples. There were 300 questionnaires released with an 88% valid rate.
After information collection, statistical method was applied to test the hypothesis, narrative statistics, independent sample t test, one-way analysis of variance, related analysis, and multiple regression were conducted to reach the conclusions as follows:
1. The elder residents of 70 years and above 70s, occupation is identified as farming and homemaker, educational background is below the elementary school, Monthly Per Capita Income is below NT$20,000 (New Taiwan Dollars), participate in community organizations more than 10 years, have more than five children , reveal a higher sense of community.
2. The higher the awareness of governmental policy in environmental aspect, the higher community sense they will be. Research finding indicated a positive correction between these two environmental policy with community sense.
3. The higher awareness of policy of community, the higher cohesion and community identity is shown from the test. It revealed a positive correlation when community residents with higher awareness of policy of the community would promote their neighborhood cohesion and community identity.
4. The higher the awareness of economic subsidized policy, the higher willingness to promote community cohesion and participation for the local residents. It revealed a positive correlation between higher awareness of economic policy on the promotion of neighborhood cohesion and community identity.
5. The higher sense of community of the residents, the higher willingness for them to stay at the hometown. It is a positive correlation between higher sense of community and the sense of community that lead to an intention to stay in hometown.
Based upon the research finding, this study offers several constructive suggestions for the community, governments, and future researchers. It will serve as the reference to practical implementation and managerial suggestion when the decision makers intend to take further action and policy.
