A Study of Offshore Wind Turbines Arrangement Considering the Influence of Environmental Conservation / 考慮環境保育影響下離岸風電機配置規劃問題

碩士 / 國立雲林科技大學 / 工業工程與管理系 / 107 / In order to responding the increasing electricity consumption, government agencies have proposed a new energy policy that will rapidly expand wind power generation. The major offshore wind farm in Taiwan overlaps with the habitat of white dolphins which are Taiwan’s unique subspecies. Therefore, how to arrange the wind farm to balance the environmental conservation cost and the construction cost is the main motivation of this study.
 In this study, the planning of offshore wind farm includes selection of wind turbine types and arrangement of wind turbine to suitable locations. A mathematical model is first developed to minimize total cost of wind farm. The cost items considered in this study include (1) wind turbine cost, (2) infrastructure cost, (3) operating cost, and (4) environmental conservation cost.
 After verification of the proposed mathematical model, a solution heuristic based on the genetic algorithm for improving wind farm plan is also developed. The solution quality is verified by several sample with different scale. The solution program based on Python language is developed to solve a real-world offshore wind farm problem located in Changhua, Taiwan. A sensitivity analysis is also conduced including the impacts of (1) changing the ship transportation cost, (2) the additional cable cost with different cable set up methods, and (3) changing environmental cost on the wind farm. The conclusions are suggested to the industry of offshore wind farms.
