Organization Change, Work Pressure and Turnover of Military Sergeants at the Lower Level :Coast Guard Administration Middle Area as an Example / 組織變革、工作壓力與基層軍士官離職之研究- 以海巡署中部地區為例

碩士 / 國立雲林科技大學 / 企業管理系 / 107 / Taiwan Coast Guard Administration (known as CGA) has been adjusted and modified its organization by the impact of Sub-replacement fertility and the policy in the temporary society in Taiwan. The accomplishment of CGA is to investigate smuggling of tobacco, alcohol, agricultural products, and drugs. Those missions make the society, including the people and the economic, be protected and guaranteed. The CGA re-organized the crews in the second section in order to specialize the job of basic-leveled volunteer officers. However, after talking about the issues with the colleague, who works as an officer in the central of CGA, the author found the problems provoked in the reconstruction made the officer resign. Therefore, the study mainly discusses about the working stress and the resignation during the re-organization for the volunteer officers in the central of CGA.
The method of the study is the qualitative research and quantification as a supplement. The three aspects of interview outline and the questionnaire are the organization reformation, the working stress, and the scale and theory of resigning tendency. The volunteer officers who retired or who would like to resign are the targets of the questionnaire. After collecting the survey, the author found out the reasons why the officers retired or resigned that the study presented
The study indicated the stress formed in the re-organization is as for the role loading, the job demanding, the role impact, and other uncertainties factors for the future. Firstly, the primary two factors of the working stress are regarding the role loading and the job demanding (from the supervisors). Meanwhile, the leveled-basic officers felt stressed out because of the reformation, that made them generate negative side effects in two aspects. One is about the physical which most officers suffered from that their behaviors are poor sleeping quality, physical exhaustion, etc. The other is mental reactions, like worry, anxiety, depression, and even no longer to return back to work or leave the current working environment. The variation between the both effects and the stress turned into a vicious circle, triggering the retirements or resignation as long as the stress overtakes the staff.
