When global trade continued to grow substantially as well as information and communication technologies are increasingly developed, prompting the requirements to simplify the customs clearance of goods voices rising. Trade facilitation and international trade procedures to simplify and to reconcile the role of "from the WTO Singapore Ministerial Conference to discuss how to simplify the customs procedures, trade process to reduce the cost of trading participants with "Trade facilitation" is launched by many countries to pursue trade growth and economic development policy tool, but also in recent years, the global pursuit of one of the main topics of the free trade goals. Trade facilitation to promote trade liberalization and reduced trade costs have a very important and it is an important part of the WTO in an extremely important issue in international trade activities.
However, since the 911 incident, World Customs Origination (WCO) to develop a strengthened international trade security and convenience system, namely, WCO Framework of Standards to Secure And Facilitate Global Trad (WCO SAFE), to ensure that international trade supply chain securityto strengthen the principles and standards of the Customs, and encourages the Customs and other government agencies, to develop cooperation between enterprises trading partnership. However, maintenance of the trade supply chain security to tighten up the control is bound to seriously affect the global trade stagnation and movement speed, how to maintain the security of the supply chain and the promotion of trade facilitation to strike a balance, is a modern customs facing not only is the changing role there challenges facing processes. WCO in order to solve international trade security and convenience of the implementation of the SAFE standard, the global Customs have a set of criteria for joint implementation processes, risk management then become the core of the modern customs practices to comply with the international norms in order to enhance our trade and economic international competitiveness.
Trade facilitation in the course of the operation of international trade, customs how to make the industry can feel in the enjoyment of trade facilitation, better take into account the support the national policy, risk management to achieve appropriate to make the policy more comprehensive. In this study, China's Customs is to promote the implementation of the measures described in the statistical analysis of variance change analysis and Peson correlation analysis method to detect the will of China's customs trade policy to view our country through literature collection and the questionnaire and collected facilitation system is formulated to explore the right direction, as an important reference for policy revision and implementation, and look forward to and enhancing our blueprint to promote trade facilitation.
