This study addresses the international set of rules for the international trade, regarding plant health, describing and analyzing the participation of Chile in the stages where international phytosanitary principles and standards are produced, such as the WTO Agreement for the application of Sanitary and Phytosanitary measures (SPS Agreement) and the International Plant Protection Convention (IPPC). These stages consider three levels of operation, namely multilateral, bilateral and domestic, being the three of them addressed by this study. As a complement, aiming to establish comparison points with other Latin American countries, the study acquires the opinion of plant protection authorities within the region. Also, the main features of the industry (growers and exporters) are reviewed, as well as its participation in the international rule making process pertaining to plant health. As a result of the analysis, strengths and opportunities for improvement are identified and subsequent recommendations are stated, in order to enhance the communication between the official sectors, which directly participate in the international rule setting and the industry, which receives the effects of the above mentioned regulatory framework. / El presente estudio aborda la normativa internacional para el comercio internacional, en materia de sanidad vegetal, describiendo y analizando la participación de Chile en las instancias generadoras de los principios y normas internacionales fitosanitarias, como son el Acuerdo para la aplicación de Medidas Sanitarias y Fitosanitarias de la OMC (Acuerdo MSF) y la Convención Internacional de Protección Fitosanitaria (CIPF). Estas instancias operan en tres niveles, a saber: multilateral, bilateral y nacional abordando el presente estudio los tres. Como complemento, y para establecer puntos de comparación con otros países de la región, se recaba la opinión de autoridades de sanidad vegetal de países de la región Latinoamericana. Paralelamente se analiza la realidad de los principales sectores productores / exportadores agrícolas en Chile y su participación en el sistema internacional de elaboración de normativa fitosanitaria. Del análisis surgen fortalezas y oportunidades de mejora, de las cuales se desprenden recomendaciones para mejorar la comunicación entre el sector oficial, que participa directamente en la generación de la normativa internacional y privado, que es sobre quien recaen los efectos del citado marco regulatorio.
