de Ingeniero Agrónomo / El Programa de Desarrollo Local (PRODESAL) es una iniciativa del Instituto de
Desarrollo Agropecuario de Chile (INDAP) destinado a reforzar las condiciones
productivas de los pequeños agricultores, con la finalidad de mejorar la situación
económica y social de los mismos. En este contexto, la presente investigación tuvo como
propósito identificar y caracterizar a los usuarios de PRODESAL en el área sureste de la
Región Metropolitana, considerando las comunas de Buin, Calera de Tango, Paine,
Pirque, San Bernardo y San José de Maipo, así como evaluar el impacto económico que
el programa ha tenido en dichos productores. Para la obtención de la información
primaria, se efectuó una encuesta en los meses de Enero, Febrero, Marzo y Abril de
2013 a dos grupos (78 personas en cada uno), uno de “tratamiento” relacionado a
personas que estuvieran desde el 2009 al 2012 en el programa y uno de “control” (o
contrafactual) que correspondió a usuarios de PRODESAL que hubieran ingresado el
2012. En las encuestas realizadas los temas principales fueron: identificación del
productor, conformación del hogar, características y tipos de producción, participación
en asociaciones y programas públicos y percepciones tanto de PRODESAL como de
INDAP. Con los datos recopilados se generó una base que permitió caracterizar a los
individuos en cada grupo en función de las variables mencionadas. El impacto
económico del programa fue medido a través de la aplicación de un test (T-Student) de
diferencia de promedios. Los resultados obtenidos demostraron que pese a existir una
pequeña diferencia en ingresos entre los productores de ambos grupos (a favor del grupo
de tratamiento), esta no fue estadísticamente significativa, lo que no permitiría concluir
que la participación en PRODESAL sea determinante del incremento de los ingresos.
Para darle mayor robustez al análisis mencionado, se aplicó un modelo regresivo
multivariante, teniendo como variable dependiente el ingreso anual de los productores y
como variables independientes las características ligadas a la actividad económica del
usuario. Los resultados comprobaron lo mencionado en el contraste, al no ser
significativa la variable relativa a participación en el programa PRODESAL (entre 2009
y 2012). Sin embargo, otras variables como género, rango etario, superficie productiva y
obtención de créditos fueron significativas respecto a la variación del ingreso en los
usuarios. Todo ello nos lleva a concluir que pese a que la participación en el programa
no fue estadísticamente significativa en el impacto económico (así como otros
componentes del programa) no podemos dudar de la utilidad del mismo, demostrado,
entre otros, por el alto grado de satisfacción de los beneficiarios encuestados, lo que
hace reconocer su importancia en el rol del productor. / The Local Development Program (PRODESAL) is an initiative designed by the Institute
of Agricultural Development in Chile (INDAP) aimed at strengthening production
conditions of small farmers with a view to improving their economic and social
situation. In this context, the purpose of this investigation at hand was to identify and
characterize the users of PRODESAL in the southeastern area of the Metropolitan
Region, comprising the following communities: Buin, Calera de Tango, Paine, Pirque,
San Bernardo and San Jose de Maipo. Additionally, the investigation aims to evaluate
the economic impact that the program has had on the aforementioned producers. In order
to gain primary information surveys were applied during the months of January,
February, March and April of 2013, with two groups (78 individuals each): one regarded
as “treatment” with individuals who took part in the program from 2009 to 2012 and the
other regarding “control” (counterfactual) that corresponded to the users of PRODESAL
who joined in 2012. The survey principle topics were identifying the producer, family
structure, characteristics and types of production, participation in associations and public
programs and perceptions of both PRODESAL and INDAP. The statistics gathered
provided a base upon which to characterize the individuals in each group according to
the aforementioned variables. The economic impact of the program was measured by the
application of a difference in averages test (t-student) The results show that despite the
existence of a small difference in income between the producers from each group
(favoring the “treatment” group), it was not statistically significant; it cannot be
therefore concluded that participation in PRODESAL determined the increase in
income. In order to give greater robustness to the previously mentioned analysis, a
multivariable regressive model was applied, with the annual income of the producers
representing the dependant variable and characteristics linked to the economic activity of
the users as the independent variables. The results showed otherwise, proving the
variable relative to participation in the program PRODESAL (between 2009 and 2012)
not to be significant. Therefore, other variables like gender, age range, production area
and obtaining credits were shown to be significant regarding variations in the users’
income. This led us to conclude that although participation in the program did not have a
statistically significant impact in economic terms, (like other components from the
program), the program’s undeniable utility is made evident by the high grade of
satisfaction of the beneficiaries, resulting in their recognition of its importance in their
role as producers.
