Esta dissertação tem como objetivo avaliar o impacto das políticas educacionais adotadas pela Secretaria Municipal de Educação do Rio de Janeiro, a partir de 2009, no desempenho dos alunos no exame nacional da Prova Brasil, utilizando os métodos de propensity score matching e diferenças em diferenças. Foram utilizados dados dos anos de 2007, 2009 e 2011 da Prova Brasil, que contém as notas agregadas por escolas dos exames de português e matemática, além de questionários sócio econômicos ao nível do professor, do diretor e dos alunos e questionários sobre a infraestrutura das instituições de ensino. Os resultados indicam que as escolas municipais do Rio de Janeiro apresentaram um aumento significativamente maior nas notas quando comparadas ao grupo de controle selecionado, principalmente nos exames de matemática do 5º e 9º anos, o que comprova a efetividade das políticas implementadas no município a partir de 2009. Ademais, houve um efeito de curtíssimo prazo sobre as notas dos alunos do 5º ano, identificado sobre as notas de 2009, ano do início da nova gestão. A análise dos resultados permite identificar que os ganhos obtidos no ano de 2009 foram distribuídos ao longo de toda a distribuição inicial de notas, enquanto os ganhos de 2011 ficaram concentrados nos quantis mais altos da distribuição. / The purpose of this dissertation is to evaluate the impact of the educational policies adopted by the Secretaria Municipal de Educação do Rio de Janeiro, starting in 2009, on students achievement in the Prova Brasil national exam using the methods of Propensity Score Matching and Differences in Differences. The data used comes from the years of 2007, 2009 and 2011 of the Prova Brasil database, which contains school average grades in the mathematics and portuguese language exams and socioeconomic questionnaires for the teachers, directors and students, along with questionnaires about the infrastructure of schools. The results indicate that the schools in the municipality of Rio de Janeiro had a significantly higher increase in grades when compared to the selected control group, especially in the mathematics exams of the fifth and ninth graders, supporting the effectiveness of the policies adopted in the municipality. Moreover, there was a short-run effect on the grades of fifth graders on both the mathematics and portuguese language exams, identified on 2009, the starting year of the new administration. The analysis of the results indicate that the gains obtained in 2009 where well distributed along the initial distributions of school averages, while the gains in 2011 where concentrated in the superior quantiles of the distribution.
