Analyzing the development of professional education carried out by the Federal Institute of Education, Science and Technology Sul-rio-grandense (Ifsul), Charqueadas campus, through the National Program of Access to Technical Education and Employment (Pronatec), in two prisons of the 9th Penitentiary Region in the state of Rio Grande do Sul (headquarter in Charqueadas), with its nuances, dynamics, strategies, perspectives, traps and hopes. Field research was carried out in the following penal establishments: State Penitentiary of Arroio dos Ratos (PEAR) and General Daltro Filho Agricultural Penal Colony (CPA). The first prison of closed penal regime and the second of semi-open regime. The obtained results show that there are considerable differences in the mentioned penal establishments, mainly regarding the structure and dynamics. Nevertheless, in both, the objective of forming students was successful. PronatecIfsul enables integration into the world of work, and contributes to the emancipation of the subject, still, in a subtle way, in the sense that it is brought to light by the prisionalizing and stigmatizing effects of this type of institution. But it has its potential restricted by not being seen as a criminal treatment by criminal enforcement policy and by educational policy. Thus, with the results of the research, it is possible to contribute with a better understanding of this relationship in focus, in order to enable the initiation of policies that, in a scientific and enlightened manner, can intervene in the current and future conjunctures and structures of the penal system and education, looking for a better relationship between them. Key words: Penitentiary Question; Penitentiary System; Prison Education; Professional Education; Federal Institutes of Education, Science and Technology; Pronatec. / O propósito da presente Tese foi o de contribuir com uma melhor compreensão de iniciativas de formação profissionalizante no interior de ambientes prisionais. Analisando-se o desenvolvimento da educação profissionalizante realizada pelo Instituto Federal de Educação, Ciência e Tecnologia Sul-rio-grandense (Ifsul), campus Charqueadas, através do Programa Nacional de Acesso ao Ensino Técnico e Emprego (Pronatec), em dois estabelecimentos prisionais da 9º Região Penitenciária do estado do Rio Grande do Sul (sede em Charqueadas), com suas nuances, dinâmicas, estratégias, perspectivas, armadilhas e esperanças. A pesquisa de campo foi realizada nos seguintes estabelecimentos penais: Penitenciária Estadual de Arroio dos Ratos (PEAR) e Colônia Penal Agrícola General Daltro Filho (CPA). O primeiro presídio de regime penal fechado e o segundo de regime semiaberto. Os resultados obtidos mostram que há diferenças consideráveis nos estabelecimentos penais citados, principalmente no que tange à estrutura e dinâmicas. Não obstante, em ambos, o objetivo de formação dos alunos foi exitoso. O Pronatec-Ifsul possibilita a integração no mundo do trabalho, e contribui para a emancipação do sujeito, ainda, que de uma forma sutil, no sentido que ela é trazida à tona pelo os efeitos prisionalizantes e estigmatizadores próprias desse tipo de instituição. Mas tem seu potencial restringido ao não ser visto como tratamento penal pela política de execução penal e pela política educacional. Assim, com os resultados da pesquisa, é possível contribuir com uma melhor compreensão dessa relação em foco, no intuito de possibilitar o desencadeamento de políticas que, de forma científica e esclarecida, intervenham nas conjunturas e estruturas, atuais e futuras, do sistema penal e educacional, vislumbrando uma melhor relação entre eles.
