The intention was to analyze the possibilities and difficulties encountered in the execution and development of this social policy, based on the perspective of four social actors in this process: the Ministry of Labor and Employment, responsible for overseeing compliance with the law through the work developed in the Regional Delegations by labor auditors; Of the training schools (Senac, Senai and CIEE), responsible for the technical training of young people; Of companies impacted by the law, responsible for the selection, contracting and monitoring of the practical activity of the course; And finally, the young graduates of the program, with the objective of evaluating the real impacts of this social policy, or not, on their insertion in the labor market and mainly to discover the main challenges, difficulties and possibilities to increase the potential of available places Young people and therefore to extend the scope and full implementation of social policy. Using as methodology a qualitative-quantitative approach, with semi-structured interviews. / Este estudo tem como objetivo analisar a percepção dos diversos atores sociais sobre a execução do Programa Jovem Aprendiz, baseado na Lei nº 10.097/2000, ampliada pelo Decreto Federal nº 5.598/2005, que estabelece e regulamenta a chamada “Lei do Aprendiz”, delimitando a cidade de Bagé/RS como objeto de estudo. A intenção foi analisar as possibilidades e as dificuldades encontradas para execução e o desenvolvimento desta política social, tomando como base o olhar de quatro atores sociais deste processo: o Ministério do Trabalho e Emprego, responsável por fiscalizar o cumprimento da lei através do trabalho desenvolvido nas Delegacias Regionais pelos auditores do trabalho; das escolas formadoras (Senac, Senai e CIEE), responsáveis pela formação técnica dos jovens; das empresas impactadas pela lei, responsáveis pela seleção, contratação e acompanhamento na atividade prática do curso; e por fim, dos jovens egressos do programa, com objetivo de avaliar os reais impactos desta política social, ou não, na inserção deles no mercado de trabalho e principalmente descobrir quais são os principais desafios, dificuldades e possibilidades para ampliação do potencial de vagas disponíveis aos jovens e por consequência proporcionar a ampliação da abrangência e plena execução da política social. Utilizando como metodologia uma abordagem quali-quantitativa, com entrevistas semiestruturadas.
