Integration or exclusion? : the resettlement experiences of refugees in Australia.Hinsliff, Julia January 2007 (has links)
Recent policy changes have created a new era of refugee resettlement in Australia. As a result of the introduction of the onshore refugee program, a two-tier resettlement assistance system has developed. This system differentiates between refugees who have been issued protection visas offshore and onshore, and provides considerably less resettlement assistance to onshore-visaed refugees with Temporary Protection Visa (TPVs). The exclusion of TPV holders from resettlement assistance programs and the temporary nature of the visa has prompted this comparative study of the resettlement experiences of two groups of recently arrived refugees. This thesis considers the experiences of recently arrived refugees within the economic, social, cultural and political spheres of resettlement, in order to develop a deeper understanding of the inter-related nature of the resettlement process and the impact of visa category on the integration of refugees in contemporary Australia. Kuhlman’s (1991) model of refugee resettlement, and definition of integration form the basis of the theoretical framework of the thesis. A multiple method approach has been applied to the study and data from the second cohort of the Longitudinal Survey of Immigrants to Australia (LSIA) was analysed to present a macro level understanding of the resettlement experiences of recent arrivals in Australia. In Adelaide, interviews with key informants and service providers were undertaken in conjunction with a series of in-depth interviews with 10 Sudanese offshore-visaed Humanitarian entrants and 9 Iraqi onshore-visaed refugees, to provide detailed descriptions of the resettlement experience. While the resettlement process is found to be difficult for all refugees, the TPV policy acts to compound the problems and disadvantages refugees face in resettlement. Under these circumstances it is found that TPV holders experience social exclusion during their early resettlement in Australia. The importance of host-related factors on the resettlement experience are therefore found to be extremely relevant in contemporary Australian refugee resettlement. Policies regarding visa conditions, and refugees’ eligibility for resettlement assistance have a significant impact in all spheres of the resettlement process. These findings suggest that the influence of host society policies must be accorded more weight in theories of resettlement, given their ability to extensively influence the resettlement process. In modern economies, national governments have a wide
range of policies for restricting international trade and
protecting domestic industries at their disposal. The most
popular form of non-tariff trade policies is probably that
of a direct quantitative restriction. This policy takes
two principal forms: explicit import quotas and voluntary
export restraints (VERs). A VER is a quota imposed by an
exporting country upon exports to other countries in response
to pressures exercised by the importing countries
(i.e., in the form of threats of various types of import
restrictions).
When these two policies are partially liberalized,
subject to a reasonable foreign share in the domestic market,
product differentiation between imported goods and
domestic goods within an imperfect market can serve to increase
welfare levels within the domestic economy. In this
situation, the foreign share will not be as high as it
would be for the homogeneous assumption. Under a partial
VER liberalization policy, if the degree of substitutability
between domestic and imported goods is sufficiently
small, then domestic welfare will improve as foreign imports
are increased. That is, if domestic and imported
goods are perfect substitutes, then the most favorable
domestic policy will be to close domestic markets to the
foreign country since no country can allow foreign market
shares as high as 66 percent in the domestic market.
In a simulation of U.S. automobile industrial production,
when a partial quota liberalization is observed,
welfare levels can be increased by reducing the Japanese
import market share to a level below 10 percent, that is,
to a level which is less than the actual current foreign
market share. In real terms, this implies that U.S. auto
industry must be further liberalized to acquire additional
domestic benefits under a VER policy, whereas the U.S.
should restrict foreign market share below 10 percent to
maximize domestic welfare levels under a quota policy.
This will occur if the net consumer surplus is in excess of
producer net excess profits under an imperfect market

Did the terrorist attacks of September 11th change the way the United States ought to contain, confront, or neutralize threats abroad? Or, can the US use the same set of tools and responses in crafting a response to terrorist threats, present and future? These are the questions that underlie the debates, discussions, critiques, and conclusions throughout this work on the US war on terror.
After Al Qaeda attacked the US on September 11th 2001, the US launched its war on terror. This global war builds upon the premises of the just war tradition while using the policies of the American neoconservative movement. In essence, the neoconservative movement takes a piecemeal approach to just war theory in order to meet its various goals. This is embodied by politicians from both the left and right that represent this movement, particularly those that run the current American administration. The reason is that the neo-conservative agenda has become a pervasive part of American foreign policy and any discussion of the US execution of the war on terror must necessarily include a discussion of neoconservative practices within its literature review.
The question posed with regard to the war on terror as it is currently executed is whether it is just against measures of just war theory and other normative measures. The measurement of the successes and failures of the war on terror is grounded in the overarching framework of just war theory because it represents the prevailing norms and the international community understandings with regard to the conduct of war and armed conflict.
The thesis of this work believes that the US, despite its policy of preemption, has been successful in working within just war theory on the short term (tactical) level. However, in the long term (strategic) sense, where the goal is to ferret out the root causes of terrorism, the US has failed in the four years since September 11th.
