Ce travail doctoral se situe dans le cadre du management public qui s'intéresse principalement à étudier l’impact des modes de gouvernance public-privé sur l’efficience technique des remontées mécaniques. Une étude empirique a été menée auprès de 68 entreprises de remontées mécaniques sur cinq ans (2006-2010). Ces données ont été traitées au moyen d’une étude quantitative confirmatoire à l’aide d’un modèle statistique. La recherche quantitative a pour objectif final de tester la validité des deux modèles de recherche proposée à l’issue de l’analyse de la littérature. Le premier modèle de frontière stochastique se compose de trois variables explicatives (productivité du capital, productivité du travail et moment de puissance), et de trois variables de contrôle (taille, altitude et effectif) et d'une variable à expliquer (la journée skieur). Le second se compose de deux variables explicatives (régie et SEM) et d’une variable à expliquée (l’inefficience technique). Les résultats de cette recherche mettent en avant l'importance des modes de gouvernance (régie ou SEM) dans le processus d’augmentation de l’efficience technique des remontées mécaniques. Une deuxième étude empirique (2011-2013) approche la compétitivité par la mesure de la productivité des opérateurs de remontées mécaniques. A l’aide de l’indice de productivité de Malmquist et ses deux composantes, nous cherchons à appréhender les changements de productivité entre deux périodes de temps, puis, dans un second temps, cette productivité est décomposée en deux éléments afin de mettre en évidence le progrès technologique. Alors,la relation entre taille et variation de l’efficience technique est vérifiée. / Public-Private Partnership is a tool for modernization and renewal of public intervention, its main goal is to achieve very high levels of performance. This doctoral work is therefore in the context of public management that focuses on studying the impact of public-private modes of governance on the technical efficiency of ski lifts. To answer our questions, an empirical study was conducted among 68 ski lift companies over five years (2006-2010). These data have been processed using a quantitative confirmatory study using a statistical model. To test the validity of the two models proposed by the literature, a quantitative research has been conducted. The first stochastic frontier model consists of three variables (capital productivity, labor productivity and power momentum), and three control variables (size, altitude and staff) and a dependent variable (the skier day). The second model of technical inefficiency consists of two explanatory variables (“time and materials » and SEM) and an explanatory variable (technical inefficiency). The results of this research outline, among other things, the importance of modes of governance (“time and materials » or SEM) in the process of increasing the technical efficiency of ski lifts. The second empirical study (2011-2013) which approaches the competitiveness of the French winter sports resorts by the measure of the productivity of the operators of ski lifts. By means of the indication of productivity of Malmquist and its two constituents, we look to arrest the changes of productivity then, this productivity is decomposed into two elements. Then, the relation between size and variation Technical efficiency is verified.

The following three areas are in main focus of this thesis: advantages of DEA modelling compared to common approaches to Decision Making Units efficiency assessment and extensive summary of majority of DEA models, which are relevant for solving the given problem; followed by a comprehensive model of efficiency assessment of shop network of a Mobile Network Operator, which is unique to this thesis from both theoretical and practical standpoints; and last but not least a detailed analysis of the shop network including recommendations.

The thesis deals with efficiency of inpatient facilities in the Czech Republic in the period 2008 to 2013. The first chapter describes the importance of inpatient facilities in the health care system and methods of evaluation of efficiency with focus on the method of DEA. Additionally it defines the necessary concepts for other parts of the work. The content of the following chapter is the analysis of the development of inpatient fund according to selected criteria. In the last chapter are first analyzed the determinants which may influence the efficiency of the hospital and the possibilities of their monitoring in the Czech Republic. This is followed by a key part of the thesis - analysis of technical and cost efficiency of hospitals, on the basis of which conclusions and recommendations are drawn into practice.

This thesis focuses on the efficiency and performance analysis of higher education in the Czech Republic. The theoretical part deals with interpretation of methods, which are then used in the practical part. These methods are data envelopment analysis (DEA) and methods of multi-criteria evaluation with cardinal information on criteria. Another important chapter of the theoretical part is the chapter about the most famous world rankings of universities and practice in this field in the Czech Republic. The practical part is divided into two sections. The first deals with the analysis of the efficiency of economic faculties on public universities in the Czech Republic from 2011 to 2013. The second one is aimed at the creation of a ranking of these faculties for 2015 using the methods of multi-criteria evaluation.

Determinanty ziskovosti v bankovním sektoru / Determinants of profitability in banking sector

This thesis analyzes devolopment of profitabilty and market structure of banking sector in the Czech Republic, Slovakia, Poland and Hungary. Empirical results are consistent with structure-conduct-performance hypothesis, on the other hand efficiency hypothesis seems to be unlikely. These conclusions are furthermore supported by DEA efficiency analysis. Results of non-structural Panzer-Rosse model suggest that during the period under consideration, market outcome was similar to monopolistic competiton. The results of regression analysis reveal that bank-specific variables, share of banking deposits on GDP, GDP growth and interest rates are the main drivers of banking sector profitability.

Diploma thesis deals with the evaluation of the efficiency using DEA models focusing on the use of dedicated software tools. There are four chapters in the thesis where different approaches to efficiency are briefly presented. The method of data envelopment analysis (DEA) with its modifications is described in detail -- basic models, CCR, BCC and additive model. The main part of the work is presented in the second part of this thesis where I describe how to work with each program and summarize its advantages and disadvantages. The last chapter applies prior knowledge on real situation -- the evaluation of the efficiency of the regional police stations in the Czech Republic.

Three Essays on Waterborne Transportation

This dissertation introduces three different topics on waterborne transportation. River transportation is a very important alternative for freight shipments in some countries. A significant portion of United States agricultural commodities transported via river barges. The lower portion of the Missouri River has been channelized to support barge traffic. Barge traffic has been used to move agricultural commodities to the Gulf of Mexico through Mississippi River to be exported overseas. Missouri River faced some weather issues such as drought in some years and flooding in others. Alternative transportation modes are important during the post-harvest period when the river has low-flow. The results showed a positive cost to agricultural freight in three years of a five years in dry period. In the other two years rail rates were estimated to be lower than barge rates. The second topic is using maritime distance to measure trade costs in agriculture. Maritime transportation holds an important position among other transportation means because it has some characteristics that others do not. Maritime shipping is critical to international trade because of the advantages that ships have by carry huge amounts of cargo for long distances. The impact of port-to-port maritime distance on US international trade to Europe and North and South America was tested. Unexpectedly result shows that trade increases with maritime distance. This impact decreases when the geographical distance is higher than the maritime distance. The third paper measures the efficiency and productivity of major Middle East container ports. Ports considered the main node to link the trading partners. A Two-Stage Performance Assessment of Utility-Scale Wind Farms in Texas Using Data Envelopment Analysis and Tobit Models

Wind power becomes one of the most promising energy sources in the electricity generation sector in Texas over the past decade by declining levelized cost of wind energy. However, recent studies show that the wind farms in Texas are relatively less productive. Hence, this study aims to find out reasons of inefficiencies by constructing a two-stage performance assessment of wind farms in Texas. In the first stage of analysis, comprehensive input- and output-oriented Data Envelopment Analysis (DEA) models are applied to evaluate productive efficiencies of the 95 large utility-scale wind farms by using pre-determined three input and two output variables. The sensitivity analysis is provided for the robustness of the DEA models with different combinations of input and output variables of the original model. The slack analysis and projection data are obtained for inefficient wind farms to find out optimal input-output variables. Tobit regression models are conducted for the second stage of the analysis to investigate the reasons of inefficiencies. DEA results indicate that half of the wind farms were operated efficiently in Texas during 2016. 13 wind farms were performed at the most productive scale size, ten wind farms should reduce their operational size to improve production efficiency, and 72 wind farms have the notable potential to increase their production efficiency by expanding operational sizes with modern wind turbine technologies. The sensitivity analysis shows the importance of each input-output variables. Tobit regression models indicate that elevation of the site, rotor diameter, hub height, and brand of the turbine have significant contributions to the relative efficiency scores of the wind farms, and the age of turbine has a negative impact on the productive efficiency of the wind farms.
