O planejamento urbano e a habitação social, embora sejam temas urbanos intrinsecamente ligados, por vezes têm trilhado caminhos opostos alimentando o processo de segregação e de exclusão, seja nos grandes centros ou nos pequenos municípios, onde a lógica de implantação de moradia social tem seguido o mesmo modelo perverso: áridos conjuntos habitacionais periféricos, estandardizados e desprovidos de infraestrutura e equipamentos urbanos. Este trabalho apresenta um estudo acerca dos Planos Diretores Participativos e sua vinculação com a questão habitacional de interesse social. Tem¿se como hipótese que o diálogo entre o planejamento urbano e a Habitação de Interesse Social não se realizou, apesar de instrumentos urbanísticos relevantes de política urbana nacional, como o Estatuto da Cidade e o Plano Diretor Participativo. Neste sentido o objetivo desta pesquisa foi verificar o efeito dos planos diretores participativos e do Estatuto da Cidade no desenho da legislação e da política urbana e habitacional nos pequenos municípios na direção de se estabelecer um diálogo entre o planejamento urbano e a habitação de interesse social. Para verificação da hipótese realizou-se um estudo de caso no conjunto dos pequenos municípios da Mesorregião Centro-Ocidental do Paraná, buscando identificar quais as respostas à habitação de interesse social foram dadas pelo Plano Diretor Participativo elaborado à luz da vigência do Estatuto da Cidade e qual o seu reflexo espacial quanto à inserção urbana na cidade existente. A partir dos resultados obtidos, recomendam-se condições e diretrizes para o estabelecimento de um diálogo comum entre o planejamento urbano e a habitação de interesse social necessário para a construção de cidades mais humanizadoras e sintonizadas com as demandas socioambientais por moradia / Abstract: The National urban policy in the last decade, incorporated significant urban instruments as the City Statute and the Participative Master Plan in order to conciliate public interests and assure democratic management of the city. Although urban planning and housing are deeply interrelated, both has taken different ways, what has increased the process of segregation and exclusion in big cities and even in small towns, where the system of housing has been followed the same poor model of the bigger ones: standardized arid outskirts housing, lack of infrastructure and urban services. This research aims to present a study about Participative Master Plans and its connection to housing matters. The hypothesis is that the recent urban instruments like City Statute and Participative Master Plans haven¿t accomplished an effective social role of the city when it refers to inclusion and a reversal of segregation process, considering housing of social interest. Thus, the objective of this study was to verify the effects of Participative Master Plans and new urban instruments into the legislation designs, and urban and housing politics in small towns. In order to confirm the hypothesis, it was carried out a case study in small towns in the region in the Midwestern of Paraná State, in order to identify how quality has responded social interest housing held by the recent urban planning in the light of the recent City Statute, as well as its space reflection relating to insertion and implantation in the city. Communication for the Public Benefit : A case study of everyday communication practices in the municipal housing company Svenska Bostäder

Public housing companies in Sweden find it difficult reaching their tenants with relevant information. This problem might hinder the tenants to participate in the management of their housing. This thesis aimed to explore and analyse the everyday communication practices between a municipal housing company and its tenants. The aim is fulfilled through three research questions focusing on understanding through which communication channels that the communication is practiced and how the everyday communication practices are perceived by the tenants. The study is conducted as a qualitative case study with interviews as main method, interviewing employees and tenants at Svenska Bostäder, a municipal housing company in Stockholm. It is found that the everyday communication practices depend on the matter, the type of information needed and the purpose. Furthermore, an ambition to use communication channels with in-person meetings is found among the interviewees as a good strategy to come closer to the tenant. Lastly, it is noted that effectivization is a central theme in the communication practices. The effectivization can be seen as a consequence of trends in the Swedish public housing system.
