The history of conflict between Kuo Min Tang(KMT) and the Communist Party (CP) in the end of 1949 caused the separation of coastline. Though the Cold War composed the conflict of military and consciousness, our government had unlocked the door to communicate with mainland China on the second of November, 1897. Limited by ¡§separation ruling¡¨ , both of us had communicated in all kinds of civil communication, such as economy, trade, culture, etc, but the politic interaction stuck in the mud due to limited separation for years. In 1996, mainland China launched guided missile (GM) exercise which led to ¡§ The Crisis of Taiwan Strait¡¨, and bilateral military almost broke out the war. Furthermore, Taiwan devoted to military development for decades; meanwhile, mainland China also brought in the positive modern military to accomplish economic revolution for two decades. Taiwan¡¦s democracy strongly presented the ¡§Taiwan¡¦s nativism consciousness¡¨. However, mainland China will not give up the option of attacking Taiwan by forces. In this way, it is possible that Taiwan Strait may break out military conflict anytime. The motive of this research is to establish the confidence building measures and develop the historic experience. Also, it can make two countries promote the creditability so that all of them can solve the misunderstanding and conflict for a long time and eliminate the possibility of war. There are three purposes of this research as below. 1. ¡§CSBMs¡¨ to develop historic and practical experience. 2. By means of China and other countries ¡V U.S., Russia, India, Association of South East Asian Nations (ASEAN), etc, all can establish the experience of military creditability and explore it from rejection to accept. 3. To put two countries¡¦ negotiation process in order and to analyze the barrier of military confidence building measures. We should further try to make the plan and establish the available mode for military confidence building measures.

In order to realize the wave climate characteristics around coastal waters of Taiwan effectively, 2 commonly applied numerical wave models are used to simulate the wave climates around Taiwan, i.e. WAM (WAve Model) and SWAN (Simulating Waves Nearshore). Both are so-called the third-generation wave models, developed to compute the spectra of wind-generated waves. They are calibrated to simulate the wave conditions around Taiwan for this study. These two wave models are driven by hourly wind fields obtained from a Non-hydrostatic Forecast System (NFS) of the Central Weather Bureau, and used to hindcast the wave conditions around Taiwan. The simulation results are validated with observations at 5 harbor stations around Taiwan provided by the Harbor and Marine Technology Center (IHMT). Results shown the hindcast obtained by running WAM model is generally in better agreement with obsevations. Then, the WAM model was used to hindcast the wave conditions around Taiwan from 2005 to 2006 for wave climate analysis. The analysis of these model results are compared with the analysis of the 5 obsevation stations for different periods of the year. It is found that the result of WAM model hindcast could present most of the wave characteristic during the northeast monsoon. Some discrepancies between the hindcast and the observations can be due to the topography sheltering effects at the observational position, which could not resolved by the model grids. Furthermore, the hindcast has been analyzed for estimating the extreme wave conditions using the events simulated for 2005 and 2006. 5, 10, and 50-year return values with extreme value analysis are estimated. It is found that the extreme wave height and in different return frequencies at the North and Northeast parts of Taiwan are larger then those at other parts around Taiwan.

Finite Element Analysis of the Residual Stresses of the Welding of Homogeneous and Heterogeneous Metals in Different Thickness

Arc metal welding is a long established technique, which has been applied in a lot of research. However most of the research mainly focus on welding the same material instead of welding dissimilar materials. To be specific, they made more efforts on the non-reversible chemical change, phase transform, heat transfer than on the thickness effects of the welding materials. To remedy the research, the present study focused on the thickness effect of the welding of same materials and the welding of dissimilar materials. In this study, 304 stainless steel were used as the welding plate for the same metal welding simulation. In the dissimilar metal welding simulation, 304 stainless steel and copper oxide were used as the welding plate. By using aluminum oxide as the welding bead, the researcher simplified a regular three dimensional shape of the welding plate into a two dimensional one. The researcher applied the non-linear thermal-structure to do a transient analysis. Finally, he compared the residual stresses of same metal welding and dissimilar metal welding under different thickness plates.
