第一章為導論，主要係闡釋本書之研究方法、目的和方向。 第二章為總論，係針對現階段中共體制改廿之主要內涵作一提要式探討。 第三章係探討中共機構改革之原則，分別就其機構精簡與幹部制度之改革原則加以整 理分析。 第四章則係就中共國務院機構改革之具體措施作深入之分析，以了解其機構裁併和人 事改革之實際狀況。 第五章則分別就中共黨中央、全國人大會、輿論機構和社會團體之改革加以探討。 第六章為結論，本章將根據前面各章之探討，對中共之體制改革和國務院機構改革之 前途加以評估。
