冷戰結束後，國際社會進入新舊安全戰略格局轉換之過渡時期，意味著「兩極化」的國際關係局勢崩解，國際體系演變為「一超多強」的情況，亞太地區已全然呈現權力真空與開放的競爭格局，並形成美國、中國、日本等強權角力之交匯點。進入21世紀後，中國在經濟上持續成長，並積極建設軍事現代化發展，都將支撐其在國家領土、主權爭議上展現更強硬的態度。近年來，中國積極擴軍之行為已對東亞區域安全造成影響，尤其是與日本在東海區域產生的利益衝突，亦考慮了「美國因素」的變數，並引發區域內之軍備競賽，對東海區域安全造成影響。
