台北都會區住宅品質標準之研究

本文首先對於規範住宅品質之法規作一整理，以釐清住宅品質標準之意義。其次透過文獻回顧中正反面意見之爭論對於住宅品質標準進一步澄清，在理論模式中就住宅品質標準、成本及住戶負擔能力三者間的關係並提出兩項假說( hypothesis )以待驗證: (1)經濟力是影響住宅品質的重要因素; (2)台北市之住戶所得雖增加，但住宅品質提升緩慢甚至有降低可能。此外，根據主計處之資料擬定可操作之住宅品質指標，在各指標中以定性及定量方式確定其最低及較適品質標準並給予分數，用以檢測與比較台北都會區中台北縣、市近十一年間住宅品質的變動狀況，並透過對世界各國及台北市的實證研究初步驗證前述假設，及確認影響標準訂定之因素。最後提出結論並建議政府儘速研究訂定住宅品質標準之相關法規，以提升住宅品質。
