評估臺灣引進國外反向抵押貸款保險之可行性 / Assess the feasibility of implementing reverse mortgage insurance in Taiwan

本研究透過分析臺灣反向抵押貸款商品現況及面臨之風險，並藉由美國與香港反向抵押貸款運作及保險機制之比較，以提供強化臺灣反向抵押貸款商品及未來發展相關保險之可行性與運作模式之參考。研究結果發現反向抵押貸款保險將可分散貸款機構風險並提升反向抵押貸款商品優勢，在保險類型上，反向抵押貸款保險提供借款人及貸款機構雙方權益之保障，類型應屬我國保險法其他財產保險；在保險運作模式上，建議由產險公會及銀行公會負責訂定自律規範及通則，並由產險公司負責保險商品設計及保險運作。監理上由金融監督管理委員會之保險局及銀行局擔任監理角色，銀行局並增設諮詢管理單位。預期臺灣發展反向抵押貸款保險，將對政府、貸款機構、保險公司及借款人產生實質效益，進而有助於台灣反向抵押貸款之發展。
