台灣糧食政策之研究

第一章 緒論。述敘本文研究之動機、目的、範圍、方法及經過。 第二章 公共政策旳理論。闡述公共政策的意義、分類、分析模型的概念以及制定 、執行、評估的過程。 第三章 糧食政策的概念。首先敘述糧食的定義、分類及問題，其次探討糧食政策 的由來，最後分析糧食政策的特性與內容。 第四章 糧食政策的演進與比較。先概述中國歷代的糧食政策，繼而闡明台灣糧政 的淵源與淙進，最後比較美、日兩國及歐洲共同市場的糧食政策。 第五章 台灣糧食政策的剖析。從台灣糧政的決策環境開始分析，再觀察確認其決 策者，然後應用系統理論模型，對台灣糧政的決策過程及其影響效果進行個案研究 。 第六章 台灣糧政措施的檢討。指陳台灣糧食的生產措施、調節措施、運銷系統、 糧價政策及糧政組織的現況與主要缺失。 第七章 結論－建議。針對當前台灣糧政的主要缺失，從政策的內容與過程提出四 方面的改進建議，以供有關當局之參考。 #2810433 #2810433
