一、地境因素影響及於突厥民族的國家觀念，使其政治體系潛存分離傾向。
二、血緣因素固然是維繫其封建制度的基礎，然受突厥母權社會殘存的影響，沒有建
立確定的宗法，故造成統治階級的分歧。
三、突厥可汗兼為其原始信仰的巫師，這種「神性」有助於提升可汗的權威。
