第一章 緒論，首先說明研究的動機與目的，其次談台北市眷村重建的意義，最後
說明資料蒐集與分析方法。由於眷村重建乃淢家國宅政策重要之一環，方興而未艾
，所以未來發展是討論的重點。
第二章 台北市眷村之形成發展與現況，本章主要就調查之事實及一般文獻探討眷
村的形成與發展，居住環境與文化形態，以及眷村的組織與管理。
第三章 當前眷村重建之政策體系與行政運作，本章首要探討眷村重建的基本政策
與次級規劃，其次研究重建機關之運作與功能，以及現階段眷村重建工作的實況。
第四章 軍眷住宅政策之理論與發展評估，本章主要就目前政策與卅年來軍眷住宅
政策之發展作一評估，並就律地位提出研究。
第五章 利益、溝通與眷戶意願，本章主要就眷村政策所形成的利益溝通參與，態
度意見與利益團體之形成等現象作分析與歸納。
第六章 結論，本章主要就眷村政策與行政工作所產生的障礙作一分析並提出解決
辦法，最後討論本論文研究之結果與建議事項。
