新疆地區民族複雜，遠離中共大陸經濟重心，在中共四十多年的統治下，新疆地區的建設雖有進步，但相對於中共大陸整體的發展，卻也呈現出差距擴大的景象。在中共偏頗的政經政策之下，長久以來，新疆地區以其豐富的自然資源「支援」中共大陸東部的經濟發展，不斷地向其「奉獻」自身珍貴的資產，但與此同時，新疆本身並未因此而獲得合理的報償，也未利用本身的條件從事地方的建設，時至今日，東西部的差距已然形成，並不斷擴大，其中的因果，自然有其可議之處。 　　本人試圖以管理規劃的角度來探討中共對新疆地區自然資源開發的策略及過程，並期望能為新疆地區自然資源的未來找出更寬廣的發展空間。在研究方法上，因資源管理的模式可以借用一般企業管理上的重要概念：在垂直的層面上劃分成三個階段，包括：(1)策略層次，(2)作業層次，(3)行政管理層次；在水平層面上，可劃分為五個部分，互相聯繫，相輔相成：(1)規劃，(2)組織，(3)用人，(4)指導，(5)控制。本人以為相當適於本論文的邏輯推理及章節推演，因此，本人採上述概念進行論文主題的探討，而資料的整理、分析是最基本的研究方式，本人希望能藉由概念及方法的結合，為此一研究帶來更適當的視野及思考。 　　本論文共分六章：第一章緒論說明本論文的研究動機、資料運用的問題、研究範圍、方法及目的；第二章首先探討自然資源的內涵，進而整理新疆地區自然資源的分佈狀況及探究其在中共大陸資源中的地位與重要性。第三章則探討中共對新疆地區自然資源的開發方式與歷程，藉由探討中共的資源理論而深入研究在此種理論（或態度）下新疆地區自然資源的開發。第四章新疆地區自然資源開發情勢則探討新疆地區自然資源開發的過去、現在及未來，並研究其日後的發展方向及整體規劃。第五章關於新疆地區自然資源轉換模式的討論，屬於對自然資源較深層的研究，本人希望藉由一些本質問題的探討，進入新疆地區自然資源開發研究的核心。第六章的結論，為本人對此論文討論的最終歸納，本人並將於此提出對新疆地區自然資源開發的想法與建議，希望能以此小小的研究，對中共大陸或兄弟民族有所貢獻。 / Xsin-Jiang has very complicated races and is far away from the economic center of Mainland China. During past forty years, under the development of Xsin-Jiang may get improved but compare to the development of whole systems of Mainland China, the differences between them are still very hyge. Under the unfair political and exonomic policies of China, long time along, Xsin-Jiang gave the abundant natural resources to support the economic development of Mainland China and always sacrified the precious property of itself, but in the same time, unfortunately, Xsin-Jiang never got reasonable rewards in return and always did not use the superior resources for local development. Until now, the hyge differences already done and got worse. So the reasons need to be discussed. I try to discuss the development policies and processed of China for the resources of Xsin-Jiang in the view of management and hope to find out more large developing space of natural resour-ces of Xsin-Jiang in the future.
