長期以來，如何解決腐敗現象此問題始終成為中共的重要議題。作為監督主體，中紀委具有政府執法部門無法擁有的權限，在依法執政的訴求下，中紀委的運作必須符合有關法律規定，才能克服以黨代政的弊端。本論文主要透過中紀委的準司法權（兩規）的行使以及其架構，分析對人民檢察院的職權造成的影響，以探討中共黨政關係的內涵以及解決腐敗現象的可能。
