限制農地轉用利弊之研究

台灣之墾殖指數幾已達到飽和狀態，故農地面積增加至為困難；另一方面由於人口 增加迅速，次級及三級產業發展尤快，為此乃造成衝突性之土地需要，亦即形成所 謂「農工爭地」問題，而政府對此項問題所採取之對策，是除有計畫開發工業區外 ，儘量限制農地轉用。惟此項限制措施對農業發展是否有絕對性之利點？農民是否 蒙受損失？公經濟與私經濟之間利弊得失之差距如何？皆有加以探討之必要。故本 論文乃採直接調查分析方法，於第二章分析農地限制轉用之實態，第三章分析農業 經營現況，第四章分析農民轉用意願，並綜合第二、三、四章分析結果於第五章提 出限制農地轉用之利弊得失，最後針對缺失，擬具個人建議，提供政府機關參考。
