Freight Truck Traffic Associated with the Port of Oakland: A Case Study of Roadway Impacts

The Port of Oakland (“Port”) is the 5th largest container seaport by volume in the U.S. and the largest in Northern California. Maritime shipping activity at the Port exceeds 2 million import and export twenty-foot equivalent unit (TEU) containers annually. Containers may be full or empty, but nonetheless typically require hinterland shipment and intermodal transfer between maritime and land-based freight distribution systems. The freight trucking mode (“drayage”) handles approximately 80% of all TEU throughput at the Port, thus constituting the majority of landside Port traffic. The Port is also situated adjacent to dense urban development thereby exacting certain external impacts. Drayage impacts on regional roadway infrastructure proximate to the Port are explored, to expand knowledge of freight network conditions and relevant policies addressing the topic in the San Francisco Bay Area. Statistical regression analysis and elasticity results estimate a certain level of impact on nearby freight corridors of I-80, I-680, and I-880. Drayage traffic has continued to increase since 2000, as a function of increasing TEU throughput occurring at the Port. Policies to address stable freight flow and infrastructure maintenance are ongoing, although additional studies are also recommended to ascertain comprehensive network impacts.

Accelerated Testing of Pavement with Embedded Dynamic Wireless Power Transfer Components

<p dir="ltr">This thesis investigates the embedment of Dynamic Wireless Power Transfer (DWPT) components within two pavement test sections, aiming to evaluate their mechanical and thermal responses. The integration of DWPT components into the pavement structure, while enabling dynamic power delivery to EVs, alters the conventional geometric design of a typical pavement, potentially influencing their short-term and long-term durability and integrity. Hence, to ensure the integrity and efficiency of both the embedded system and the surrounding structure, it is essential to understand how integrating these components influence the pavement's performance.</p><p dir="ltr">Conducted at the Accelerated Pavement Testing (APT) facility of the Indiana Department of Transportation (INDOT), the study evaluates over the course of 25,000 APT traffic passes, the mechanical and thermal responses of both, a flexible and rigid pavement test section. Each test section features a Charging Unit (CU), a concrete slab upon which the DWPT components are placed. The construction of the flexible pavement involved milling down 2 in. of the existing pavement surface, while the rigid pavement required complete demolition of the existing pavement. The flexible pavement’s CU is composed of Class A concrete and the rigid pavement's CU features magnetizable concrete, a type of concrete composed of ferrite particles embedded in a cement matrix. Among the two pavement sections, only the rigid pavement exhibited visible distress, identified as a mid-panel crack. Several factors contributed to the crack formation, including inadequate adhesion between concrete interfaces, concrete mix segregation, material variations, construction issues, and nonuniform load distribution. The manual construction procedures, which were employed to prevent disrupting the embedded DWPT components and sensor instrumentation, and the one-week gap between casting the CU and the surrounding slab might have further influenced the adhesion strength of the rigid pavement section.</p><p dir="ltr">By examining the construction techniques employed, challenges encountered, and resulting behavior of both pavement test sections, this study provides insights into the construction and performance implications of DWPT component integration into pavements, as evidenced by the responses observed in the test sections. This thesis thereby contributes to the ongoing research efforts on investigating the impact such integration has on the surrounding structure's integrity.</p>

Use of Asphalt Pavement Analyzer to Study In-Service Hot Mix Asphalt Performance

Permanent deformation or rutting is a major hot mix asphalt (HMA) performance distress. Implementation of the Superior Performing Asphalt Pavement (Superpave) HMA mix design system was due, in part, to limit HMA rutting. Along with the Superpave system, performance testing equipment was developed to evaluate rutting potential; however, this equipment proved largely ineffective. As a result, agencies developed their own performance equipment, with the Asphalt Pavement Analyzer (APA) currently being used by many agencies for HMA rutting evaluation. The Mississippi Department of Transportation (MDOT) is utilizing the APA to evaluate HMA performance, but does not currently have established pass/fail criteria. Field rutting analysis and coring were conducted for twentyour pavements throughout Mississippi to determine in-service performance. Asphalt pavement analyzer testing was conducted on field cores and lab prepared specimens to evaluate mix characteristic influence on rutting and to develop APA failure criteria.

A Comparative Performance Analysis Of Pavement Marking Materials

This research provides the evaluation of the technical measurements of pavement marking materials from a two-year data collection on 2002 National Transportation Product Evaluation Program (NTPEP)?s Mississippi Test Deck from June, 2002 to June 2004. The materials studied in this research were divided into permanent and temporary material groups on two different pavement surfaces ---- asphalt and concrete. The retro reflectivity and durability of permanent marking materials among different surfaces, colors and groups were studied. Also the characteristics for temporary tapes, which include internal tape strength, adhesion, tackiness and dicernablity were compared and regressed. This correlation analysis is to see whether these ratings are correlated to each other. The results of this study can be used for estimating service lives of pavement marking materials. They also can be used by states to select appropriate pavement marking materials for different needs.

Grout Impregnation Of Pre-Placed Recycled Concrete Pavement (Rcp) For Rapid Repair Of Deteriorated Portland Cement Concrete Airfield Pavements

The U.S. military must have the ability to rapidly deploy troops and equipment anywhere in the world as part of a contingency operation. Recent military operations have highlighted the critical need for rapid repair procedures and materials for military use on sub-standard, in-theater airfields. The U.S. Army Corps of Engineers, Engineer Research and Development Center is currently addressing these problems through a program titled ?Joint Rapid Airfield Construction?. This study involves the development of a method using rapid setting grouts and recycled concrete pavement (RCP) to repair portland cement concrete (PCC) pavements. A laboratory study was conducted to evaluate material properties in order to gain an understanding of expected field performance. Eight full scale repairs were constructed using two rapid setting grouts, two types of equipment, and two concrete slabs. The repairs were successfully trafficked with simulated C-17 aircraft wheel loads to verify the structural capacity, and ultimately the procedures.
