The changing role of urban design in China's urban development

The overall objective of the research was to evaluate the performance of the Chinese planning system on design, urban design in particular, and to search for ways to integrate urban design thinking with existing urban planning agendas to improve design control in China. The reason for undertaking this research was due to the general perception that urban design did not play the role that it deserved in China. Despite an increasing number of initiatives, the question of how to address urban design issues in planning and development control remains a source of controversy. Focusing on the Chinese planning system, the research examined the approaches, the procedures, and the general effectiveness of design control in China. The research emphasised more at a local level by taking Guangzhou as a case study. It also evaluated the strengths and weaknesses of the recent urban design initiatives, namely, the Urban Design Plans for specific districts and the Model Community Program. Moreover, the research has examined the British design experience and looked in more detail at the recent experience of Glasgow. The research revealed that the main defects were the incomprehensive design concerns in local policies and plans, the inability of current statutory plans to deal with design issues, the lack of appropriate design guidance, the poor understanding of the local character, and the lack of openness and co-ordination in the planning process. Recent urban design initiatives have generated interest but have achieved limited success due to the lack of strategic level thinking. The examination of the British design experience has offered some valuable lessons. These include the incorporation of urban design principles at all levels of planning, an emphasis on the quality of the public realm, careful and detailed analysis of the local context as the basis for the development of design policy and guidance, and an appreciation of the value of public participation and involvement. Combining this understanding of the inefficiencies of China's design control with the lessons drawn from the British experience, the thesis also makes a number of recommendations for improving China's planning and development control system.

A comparison of road accidents in developing countries with special reference to Jamaica

This research was originally undertaken to aid the Jamaican government and the World Bank in making funding decisions relative to improvement of road systems and traffic control in Jamaica. An investigation of the frequency and causes of road accidents and an evaluation of their impact on the Jamaican economy were carried out, and a model system which might be applied was developed. It is believed that the importance of road accident economic and manpower losses to the survival of developing countries, such as Jamaica, cannot be overemphasized. It is suggested that the World Bank, in cooperation with national governments, has a role to play in alleviating this serious problem. Data was collected from such organizations as the Jamaica Ministry of Construction, Police Department, the World Bank, and the World Health Organization. A variety of methodologies were utilized to organize this data in useful and understandable forms. The most important conclusion of this research is that solvable problems in road systems and in traffic control result in the unnecessary loss of useful citizens, in both developed and developing countries. However, a lack of information and understanding regarding the impact of high rates of road accident death and injury on the national economy and stability of a country results in an apparent lack of concern. Having little internal expertise in the field of road accident prevention, developing countries usually hire consultants to help them address this problem. In the case of Jamaica, this practice has resulted in distrust and hard feelings between the Jamaican authorities and major organizations involved in the field. Jamaican officials have found confusing the recommendations of most experts contracted to study traffic safety. The attempts of foreign consultants to utilize a technological approach (the use of coding systems and computers), methods which do not appear cost-effective for Jamaica, have resulted in the expenditure of limited funds for studies which offer no feasible approach to the problem. This funding limitation, which hampers research and road improvement, could be alleviated by such organizations as the World Bank. The causes of high accident rates are many, it was found. Formulation of a plan to address this serious problem must take into account the current failure to appreciate the impact of a high level of road accidents on national economy and stability, inability to find a feasible approach to the problem, and inadequate funding. Such a plan is discussed in detail in the main text of this research.

The effect of major roads upon the local economy : a study of industrial location and its effects

The economic effects of road building (beyond those accounted for in cost-benefit analysis) are not well understood. This thesis examines the issues surrounding those effects and attempts to clarify the relationship between road building and industrial location and to identify the effect on employment of that location. The literature reviewed leads to some doubt as to the efficacy of roads as an economic tool. A scries of interviews with representatives of business and property professionals in three areas adjacent to motorways is carried out. These covered the firms' location or relocation decisions, their production costs, transport needs and employment. The conclusions drawn echo the above statements based on reviewed literature: 1. There was a general lack of knowledge of transport within a firm despite subjects' very good understanding of the rest of the firms' operations. 2. The importance of major roads to the business location decision and its perceived importance to the operations of the firms was low. Property professionals sec roads as an effective marketing tool. 3. Firms have a tendency to shed labour upon relocation although this does not necessarily constitute a net loss of employment but a redistribution. Recommendations are made for further research.

Policy issues in rural areas : an examination with special reference to Cumbria

This thesis develops the requirements of the Cumbria Division of the MAFF to have detailed information on a number of rural topics of particular concern to the area's socia-economic advisory service. Information was generated upon the effects of road developments upon agriculture; the possibility of economic and employment growth through tourism, industry, forestry and agriculture; and upon their relationship with conservation and development control issues generally. A working conference was organised (The Whitbarrow Exercise) to review in specific terms a number of the above problems, in which representatives of the major groups active in rural policy formulation and implementation participated. The study was extended to consider these policy issues on a more prosperous agricultural estate; and in the county of Cumbria as a whole. An examination of the development and likely future impact of agricultural policy upon rural policy generally was also undertaken. All the research was set in the context of an extensive literature review. The results indicate that while state intervention to relieve those problems collectively known as rural deprivation still has an important place in modern rural policy, the scope for such intervention to be successful is limited. Opportunities for employment and wealth creation through tourism, forestry, industry and agriculture are limited for social and economic reasons; developments in these sectors can have adverse effects upon the environment; can compound existing problems; and are often resisted by local people. The lack of success of such ventures indicates continued structural change within rural communities, with some adverse effects for the less privileged members. Recognising this it is argued that fural policy seeks to adapt to, rather than attempt to fundamentally alter inevitable change, recognising that in the long term social and structural problems will resolve themselves. It is further argued that a reduction in state support for agriculture appears inevitable, and this can bring considerable conservation benefits, even in upland areas where positive links between agriculture and conservation have been found by some commentators. It is also argued that for social and economic reasons, and because of the declining importance of agricultural land, a vigorous landscape and ecological conservation policy is pursued by planning authorities and is reasonable. With regard to road developments on agricultural land, the research has shawn that although it is the norm far the agricultural community to experience severe difficulty during developments, these can be overcame by increasing the resources of professional expertise available to affected farmers. This indicates a possible important increased role for the MAFF in the development process.

Priority evaluation in transportation policies and programmes

This work is concerned with the development of techniques for the evaluation of large-scale highway schemes with particular reference to the assessment of their costs and benefits in the context of the current transport planning (T.P.P.) process. It has been carried out in close cooperation with West Midlands County Council, although its application and results are applicable elsewhere. The background to highway evaluation and its development in recent years has been described and the emergence of a number of deficiencies in current planning practise noted. One deficiency in particular stood out, that stemming from inadequate methods of scheme generation and the research has concentrated upon improving this stage of appraisal, to ensure that subsequent stages of design, assessment and implementation are based upon a consistent and responsive foundation. Deficiencies of scheme evaluation were found to stem from inadequate development of appraisal methodologies suffering from difficulties of valuation, measurement and aggregation of the disparate variables that characterise highway evaluation. A failure to respond to local policy priorities was also noted. A 'problem' rather than 'goals' based approach to scheme generation was taken, as it represented the current and foreseeable resource allocation context more realistically. A review of techniques with potential for highway problem based scheme generation, which would work within a series of practical and theoretical constraints were assessed and that of multivariate analysis, and classical factor analysis in particular, was selected, because it offerred considerable application to the difficulties of valuation, measurement and aggregation that existed. Computer programs were written to adapt classical factor analysis to the requirements of T.P.P. highway evaluation, using it to derive a limited number of factors which described the extensive quantity of highway problem data. From this, a series of composite problem scores for 1979 were derived for a case study area of south Birmingham, based upon the factorial solutions, and used to assess highway sites in terms of local policy issues. The methodology was assessed in the light of its ability to describe highway problems in both aggregate and disaggregate terms, to guide scheme design, coordinate with current scheme evaluation methods, and in general to improve upon current appraisal. Analysis of the results was both in subjective, 'common-sense' terms and using statistical methods to assess the changes in problem definition, distribution and priorities that emerged. Overall, the technique was found to improve upon current scheme generation methods in all respects and in particular in overcoming the problems of valuation, measurement and aggregation without recourse to unsubstantiated and questionable assumptions. A number of deficiencies which remained have been outlined and a series of research priorities described which need to be reviewed in the light of current and future evaluation needs.

Evaluation of public housing strategies in Mexico City : an exploratory goal programming approach

This thesis describes the development and use of a goal programming methodology for the evaluation of public housjng strategies in Mexico City, The methodology responds to the need to incorporate the location, size and densities of housing projects on the one hand, and "external" constraints such as the ability of low income families to pay for housing, and the amounts of capital and land available, on the other. The provision of low cost housing by public housing agencies in Mexico City is becoming increasingly difficult because there are so many constraints to be met and overcome, the most important of which is the ability of families to pay for housing. Other important limiting factors are the availability of capital and of land plots of the right size in desired locations. The location of public housing projects is significant because it determines the cost and pattern of work trips, which in a metropolitan area such as Mexico City are of considerable importance to both planners and potential. house owners. In addition, since the price of land is closely related to its location, the last factor is also significant in determining the price of the total housing package. Consequently there is a major trade-off between a housing strategy based on the provision of housing at locations close to employment, and the opposite one based on the provjsion of housjng at locations where employment accessibility is poorer but housing can be provided at a lower price. The goal programming evaluation methodology presented in this thesis was developed to aid housing planners to evaluate housing strategies which incorporate the issues raised above.

Rural road accidents in Iran: analysis, comparison and the cost

In the general introduction of the road-accident phenomenon inside and outside Iran, the results of previous research-works and international conferences and seminars on road-safety have been reviewed. Also a sample-road between Tehran and Mashad has been investigated as a case-study. Examining the road-accident data and iriformation, first: the information presented in road-accident reportforms in developed countries is discussed and, second: the procedures for road-accident data collection in Iran are investigated in detail. The data supplied by Iran Road-Police Central Statistics Office, is analysed, different rates are computed, due comparisons with other nations are made, and the results are discussed. Also such analysis and comparisons are presented for different provinces of Iran. It is concluded that each province with its own natural, geographical, social and economical characteristics possesses its own reasons for the quality and quantity of road-accidents and therefore must receive its own appropriate remedial solutions. The question~ of "what is the cost of road-accidents" , "why and how evaluate the cost", "what is the appropriate way of approach to such evaluation" are all discussed and then "the cost of road-accidents in Iran" based on two different approaches: "Gross National Output"and"court award" is computed. It is concluded that this cost is about 1.5 per cent of the country's national product. In Appendix 3 an impressive example is given of the trend of costs and benefits that can be attributed to investment in road-safety measures.
