Vers une approche systémique de la gouvernance : le cas de l'accès aux médicaments en Algérie / Towards a systemic governance : the case of access to medecines in Algeria

Il y a plus de quinze ans que les institutions internationales (BM, PNUD, OMS et NEPAD) préconisent l’adoption de la stratégie de « bonne gouvernance » dans les pays en développement comme modèle de développement. Peu de travaux, ayant exploré cette application de « bonne gouvernance » à la question de l’accès aux médicaments, ont été effectués. Nous nous sommes attelés à analyser cette transférabilité de « bonne gouvernance » au champ de l’accès aux médicaments en Algérie. Notre thèse propose alors d’étudier, de façon critique, les modalités de gouvernance de l’accès aux médicaments en Algérie. Contrairement aux approches des institutions internationales, l’approche hétérodoxe s’intéresse aux processus de transition institutionnelle qui sont marqués par des blocages, des carences, des défaillances et des ruptures profondes dans les modes d’organisation des systèmes politiques et institutionnels ainsi que dans le comportement des acteurs. Notre objectif consiste, à travers un modèle alternatif cohérent dit « processus politique d’accessibilité aux médicaments », à cibler les blocages ainsi que les séquences de l’accès aux médicaments en Algérie dont l’approche dominante n’a pu pas rendre compte. Ce processus politique d’accessibilité répond mieux aux enjeux des satisfactions de besoins en médicaments. Cette valorisation de l’accessibilité aurait pour finalité, la couverture des « coûts de l’Homme », un concept que nous avons emprunté à F. Perroux (1952). L’application que nous faisons de ce concept au cadre institutionnel de l’accès aux médicaments, constitue, à la fois, une modalité et une finalité pour la couverture des besoins en médicaments en Algérie. Par opposition au modèle figé de la « bonne gouvernance » promu par les institutions internationales, l’approche systémique de la gouvernance nous a permis de montrer les modalités de la mise en œuvre du processus d’accessibilité comme étant une réponse potentielle aux blocages de l’accès aux médicaments en Algérie. / For more than fifteen years, international institutions (WB, UNDP, WHO and NEPAD) have pleaded for the adoption of the strategy of "good governance" in developing countries as a development model. Few studies have explored the application of "good governance" to the question of access to medicines. We undertook an analysis of the transferability of 'good governance' access to medicines in Algeria. Our thesis proposes to critically examine the governance arrangements of access to medicines in Algeria. Unlike the approaches of international institutions, the heterodox approach focuses on the processes of transition which are affected by institutional blockages, failures, malfunctions and deep ruptures in the modes of organization of political and institutional systems as well as the behavior of actors. Our aim consists, through a consistent alternative model called "political process of access to medicines", in targeting blocks and sequences of access to medicines in Algeria which, the dominant approach could not analyze. The political process better responds to medicines access issues, of satisfactions medication needs. This enhancement of accessibility aims to covering the "costs of Man", a concept that we borrowed from F. Perroux (1952). The application that we make of this concept, in the institutional framework of medicines access, is both a method and a purpose for the coverage of drugs needs in Algeria. Contrary to the fixed model of 'good governance' promoted by international institutions, governance systems approach allowed us to show the terms of the implementation process of accessibility as a potential response to the blockage of the access to medicines in Algeria.

A pesquisa relata a trajetória das Políticas Industriais no Brasil desde a era Vargas onde se tem relato das primeiras características desta Política até os últimos três recentes planos. A bibliografia conta com a opinião de estudos a favor e também contra a Política Industrial. O estudo apresenta a descrição dos planos em foco e também seus resultados concluindo se as metas almejadas foram ou não alcançadas, também foram levantados dados sobre os custos destes planos aos cofres públicos após essa etapa a pesquisa apresenta a comparação do cenário brasileiro com economias centrais consideradas concorrentes no que diz respeito a P & D e inovação. Competitividade. / Abstract: The present work refers to the study of Industrial Policy (2004 -2014), which were the PITCE - Industrial Policy and Foreign Trade, the PDP - Productive Development Policy and the PBM - Bigger Brazil Plan. The survey reports the trajectory of Industrial Policies in Brazil since the Vargas era where you have account of the first features of this policy to the last three recent plans. The bibliography includes the opinion of the studies for and against industrial policy. The study presents a description of the plans in focus and also the results concluding that the desired goals or not achieved, were also collected data on the costs of these plans to the public coffers after this research stage shows the comparison of the Brazilian scenario with developed economies considered competitors with regard to R & D and innovation.
