Text in Chinese, with English abstract / In view of the reality that traditional libraries are changing to modern ones and the printed information environment is challenged by the networked environment, the evolution of librarian positions and required corresponding qualifications in American academic libraries is reviewed. The librarian positions and qualifications of Chinese academic libraries are examined. The structure of librarians of Chinese academic libraries is analysed. The practice of in-service training of librarians in Qian Xuesen Library is introduced and a discussion is given on the needs and means of in-service training of librarians for academic libraries.

Closed Captioning: A Coordinated state-wide initiative

This Microsoft Powerpoint presentation (of 15 slides) was presented at the Learning Resources Association of the California Community Colleges (LRACCC) North-South Meetings on February 15 at San Francisco City College and on March 11 at Coastline Community College. Joseph Moreau is Dean of Academic Information Serivces at MiraCosta College, Oceanside. Moreau presents the current situation with media captioning: State & Federal law require media used in public education to be captioned. But the problem is that many of the California Community College (CCC) Libraries hold a significant number of uncaptioned titles. With LRACCC's leadership Moreau is spearheading an initiative to start a state-wide program that will provide captioning in an easier and more economical manner for the CCCs. The presentation outlines all aspects of the proposal that have been identified thus far (who, what, when in broad strokes) and readers are encouraged to send feedback.

Aigaion: A Web-based Open Source Software for Managing the Bibliographic References

Publishing research papers is an integral part of a researcher's professional life. Every research article will invariably provide large number of citations/bibliographic references of the papers that are being cited in that article. All such citations are to be rendered in the citation style specified by a publisher and they should be accurate. Researchers, over a period of time, accumulate a large number of bibliographic references that are relevant to their research and cite relevant references in their own publications. Efficient management of bibliographic references is therefore an important task for every researcher and it will save considerable amount of researchers' time in locating the required citations and in the correct rendering of citation details. In this paper, we are reporting the features of Aigaion, a web-based, open-source software for reference management.

Performance measurement of quality services in academic and research libraries in India

A National Assessment and Accreditation Council (NAAC) has been established in India for quality and excellence in higher education. NAAC has developed set of objective indicators for the library, as it is the fulcrum of support for the community of academic and research pursuits. This has resulted in a general consensus for rising demands for evaluation and accountability of academic and research librar-ies to develop performance evaluation and measure service quality. For this study, a total of 1200 questionnaires were distributed to the user community of ten university libraries of Karnataka, India, of which 768 (64%) were duly received from students, research scholars and faculty members. The quality dimensions in the light of SERVQUAL viz., Reliability, Responsiveness, Assurance, Access, Communication, Tangibles, Empathy and Security have been applied and the results indicate that the service quality dimensions of reliability, responsiveness, assurance, access, communication and tangibles applied to university libraries in Karnataka are found to be satisfactory to a little extent based on the scale techniques. The study suggests several areas for future research and for collaboration among li-brary managers, educational administrators, scholars and measurement theorists towards improving the performance of library and information system in India to meet the high standards of service quality in libraries to serve the users with utmost care and diligence.

The idea of developing learning skills has become widespread as well. This paper reviews the literature on individual learning and organizational learning in the libraries. Issues concerning librarians as learners; librariansâ work-based learning; and academic libraries and learning organization are discussed.
