Information technology and deskilling of professional cataloguers with special reference to academic libraries in the Western Cape

Bibliography: pages 77-81. / An investigation was undertaken to establish whether it was possible to assume that information technology has had an influence of the skills levels in the jobs of cataloguers. The research was conducted in two parts: the literature survey and the empirical investigation. The survey of literature was done on the literature from the United States of America (USA), from the United Kingdom (UK) and also from limited South African resource. The overseas literature was related to the situation in South Africa. The empirical investigation was confined to the academic libraries in the Western Cape region of South Africa. For the empirical investigation a mail questionnaire was constructed and sent to respondents in order to determine whether information technology was indeed affecting the skills of cataloguers in the academic libraries. 'The analysis of data obtained from the results of the questionnaire indicated that there was no sign of a negative influence in the skills levels of cataloguers in Western Cape Africa. Indeed, it seemed was apparent from the analysis of data that cataloguers find information technology to be a positive influence on their skills and on enhancing their status.

The effect of the crisis in scholarly communication on university libraries in South Africa.

The study examined the effect the crisis in scholarly communication had on university libraries in South Africa. The crisis in scholarly communication or the 'serials' crisis as it is better known to librarians has affected many academic libraries worldwide. The monopoly commercial publishers have on the academic serial/journal market has resulted in high priced subscriptions and many libraries have simply cancelled subscriptions or limited the purchase of monographs (books) to pay for ongoing journal subscriptions. A study population consisting of 17 university libraries in South Africa was surveyed by means of an online questionnaire to establish how university libraries in South Africa were affected by the crisis in scholarly communication. The research questions underpinning the study examined the cause of the crisis together with its characteristics, the factors that influenced journal cancellations, the effects of open access on journal cancellations, institutional support for open access repositories and the funding of university library budgets. A total of 12 university libraries (representing 70.6%) responded. Telephonic interviews with the Deputy Vice-Chancellors, Directors or Deans of Research at selected universities were conducted to gather supplementary data as well as verifying some points that emanated from some of the responses to the questionnaire. Results were analysed in terms of frequency of responses and graphically displayed in the form of pie charts and tables. Interpretation of the results reveals South African university libraries, like most academic and research libraries world wide, have been adversely affected by the crisis in scholarly communication. On an annual basis university librarians are faced with hard choices in terms of deciding which journals to cancel. In terms of South Africa, open access initiatives are in the early stages of development and as university librarians have not embraced such initiatives, the benefits are not being realised. Thus university libraries in South Africa are dependent on paid-for journal subscriptions. Maintaining these subscriptions will be more and more difficult as a result of the high cost of such subscriptions and the fluctuating rand. To mitigate some of these difficulties experienced university librarians should make a concerted effort to facilitate access to local research by way of institutional repositories and free content available via open access initiatives. Recommendations for university libraries and librarians are made in light of the results of the survey and the literature review. Leading for innovation : an assessment of employee perceptions about leadership behaviours among senior and middle management staff at Rhodes University Library

Organisations require a leadership cohort that can drive transformation from within, if they wish to adapt innovatively towards ensuring sustainable relevance in a volatile and highly competitive global market. The same applies to academic library services that serve the needs of their respective institutions. Yet, as indicated by various studies, little attention is paid to the nature of leadership required to take academic libraries forward in an age where, especially in the South African academic environment, the maxim of “business unusual” holds true. Transformational leadership is described as visionary and adaptive leadership aimed at increasing morale and motivation of staff, with an emphasis on follower development and empowerment towards self-leadership, driving entrepreneurial activities (Goethals, Soreson and Burns 2004b: 1558). The study explores aspects of the nature of transformational leadership, as well as the extent to which transformational leadership behaviours and attributes are perceived as being evident among the middle and senior library staff members at the Rhodes University Library. The Full Range Leadership Model (FRLM) provided the framework for this study, and the Team Multifactor Leadership Questionnaire (TMLQ) was adapted and administered (via the Mind Garden Transform Hosting Solution) to all 42 staff members of the Rhodes Library. The data analysis was done based on the collated on the Mind Garden Transform Hosting Solution. Based on the analysis of the data, it was concluded that the RUL leadership team is perceived as being predominantly transformational in nature, but with evidence to suggest that transactional and non-leadership behaviours occur more frequently than are conducive towards innovation. The management of academic libraries: a comparative study of the University of the Western Cape Library and Dhaka University Library.

<p>This research project is a comparative study of management of two university libraries (University of the Western Cape and Dhaka University) from two different countries (South Africa and Bangladesh). This research was to identify and document how the functions of management are applied in both libraries.</p> <p><br /> A sample of the two university libraries&rsquo / users, librarians, and library staff were taken. The questionnaire, interview, observation and documentary sources of information were major methods of data collection. In order to provide a brief presentation on how the management functions were applied at other university libraries, a description of how some university libraries in the U.K, U.S.A, Eastern countries and Africa are given. The findings of the study revealed that the problem of inadequate financial support is true for both University libraries, and is the major cause amongst other weaknesses. Both libraries still use a large percentage of non-professional staff and the library service is in desperate need of personnel. However, the observed difference between DUL and UWCL in this comparative study was significant. Services offered in both libraries differ in some cases such as: Consortia, Inter library loans, OPAC, CD-search, e-journals and multimedia. These areas still need to be developed at DUL. UWC have the most of these facilities. Although it needs to improve on aspects such as e-journals, access to data-bases and open access on the Internet.</p>

An information technology infrastructure for resource sharing information in South African academic information services.

Litt. et Phil. / South African academic information services realise that they can no longer rely on their own information resources to provide in the growing information needs of their users, especially after access to the Internet and the vast number of information sources of the World-Wide Web have become available. Access is needed to digital full-text, sound, graphics, images, multimedia and hypermedia documents in national and international organisations. Cooperative resource sharing between the different organisations proved to be the only solution to the growing information problem. Academic information services are required to assist in creating digital study material, and in the transfer of digital text, multimedia and hypermedia for research, instruction and distance education. By implication, the development of an information technology infrastructure within the organisation, as well as nationally and internationally, has become essential. The purpose of this research was to examine what the current circumstances and futuristic information technology developments and events are under which South African academic information services have to develop an information technology infrastructure for resource sharing. To gather information on the current circumstances, a survey was done on initiatives taken by South African academic information services towards the development of an information technology infrastructure for resource sharing. Questionnaires were mailed to 37 South African academic information services, to which 34 responded. The Delphi interviewing technique was used to scrutinise future information technology developments and events that may influence the planning and development of an information technology infrastructure. A panel of 10 experts was selected to take part in the interviews. Scenario building was applied to show how planning and decisions by management could influence the outcome of an academic information service. The focal issue was the timely development of a digital academic information service within an information technology infrastructure. General conclusions of the study are: • Current organisational and national information and telecommunications network infrastructures cannot cope with the transfer of information sources, such as sound, image and digital full-text documents. Insufficient bandwidth for the effective transfer of information is a major problem. A flexible infrastructure which conforms to set standards, can adapt to new information technology developments and supports the business and information technology strategies of the host organisation, must be developed for resource sharing. The main recommendations of the research are: Access should be provided to all digital resources of national and international organisations irrespective of time or location. Electronic text centres can be employed to provide continuous access to digital resources. Development of an infrastructure for resource sharing should be a collaborative effort between the organisations towards acquiring and employing the essential and most suitable information technology. All academic information services should participate in a regional or national resource sharing cooperative. The value of cooperation and consortium membership lies in the availability of information sources in all formats to all users of the member organisations. Standards should be improved and maintained to ensure communication, retrieval and transfer of information sources. Information services should plan for larger bandwidth to cooperate within an international information infrastructure.

End-user training of post-graduate students in the use of CD-ROM database with special reference to the University of the North

M.A. (Information Science) / This research investigated the problem of multiple bibliographic interfaces that end-users face when conducting searches. A situation analysis was conducted which provided a profile of the situation under investigation. Based on the results of the analysis an end-user training programme for adoption by subject reference librarians at the University of the North Library with regard to bibliographic CD-ROM databases is formulated. This programme is proposed to address problems that end-users experience with these databases and in the process to improve their search abilities. Finally, areas for further investigation with regard to the situation, learner and learning situation are also suggested.
