Le sujet de la présente thèse est La soutenabilité de l’accumulation du capital et de ses régimes : une approche macroéconomique en termes de soutenabilité forte. Elle s’articule en deux parties. Deux chapitres composent la première : le chapitre 1 s’inscrit dans le débat sur la possibilité d’un capitalisme stationnaire. Il analyse l’absence des rapports sociaux spécifiques du capitalisme dans les travaux de certains économistes écologiques au moyen d’exemples historiques de crise écologique et des théories éco-marxistes. Le chapitre 2 discute les analyses monétaires de certains économistes écologiques selon lesquelles un état stationnaire est incompatible avec un système dans lequel la monnaie est créée comme une dette portant intérêt en adoptant un point de vue post-keynésien. La deuxième partie est plus empirique et se compose de trois chapitres. Le chapitre 3 examine la relation sociale à l’exergie au sein du régime d’accumulation fordiste et du capitalisme financiarisé et mondialisé. L’approche en termes d’énergie est intégrée à un cadre théorique régulationniste informé par l’approche en termes de démocratie carbone. L’objectif est d’identifier des ruptures dans les modalités d’usage de l’énergie qui accompagnent les transformations observées dans d’autres domaines. Le chapitre 4 prolonge le précédent au moyen d’une analyse économétrique de la relation PIB-CO2 pour la France de 1950 à 2013 en tenant compte de la rupture dans les régularités de l’accumulation du capital entre le régime d’accumulation fordiste et le régime d’accumulation néolibéral ainsi que des possibles asymétries. Le chapitre 5 analyse les ambitions nationales en matière de réduction de gaz à effet de serre, dénommées volontarisme carbone, replacées dans le contexte du capitalisme globalisé et financiarisé contemporain. / The subject of my PhD is The sustainability of capital accumulation and its regimes : a strong sustainability macroeconomic approach. It is composed of two parts. The first one is composed of two chapters that review the literature on two aspects : The first chapter tackles the debate on stationary capitalism. It reviews the way capitalism is taken into account by ecological economists and analyzes it in light of historical examples of ecological crises and of insights from eco-marxist theories. Chapter 2 tackles the debate about the so-called monetary growth imperative analysed from a post-Keynesian point of view. The second part is a more empirical one and is composed of three chapters. Chapter 3 attempts at framing the exergy-useful work approach into a régulationnist theoretical framework informed with insights from the Carbon democracy approach. It investigates the social relationship to energy in the Fordist and Neoliberal accumulation regimes. The fourth chapter attempts at furthering the third chapter by investigating the CO2 - GDP relationship through econometric means taking into account structural breaks between accumulation regimes and possible asymmetries. Chapter 5 investigates the commitment of countries to reduce their greenhousegas emissions within the context of globalized finance-led capitalism.

20th century witnessed fundamental changes in capital accumulation regime and mode of regulation. The whole set of advanced capitalist countries and developing countries witnessed these changes in different forms depending on their historical cultural background. These fundamental changes also brought about transformations of the welfare regime of countries which constitutes the important fundamental component of a mode of regulation. This study developed a criticism of rising liberal-conservative approach to poverty in post-1980s by adopting as a structural and historical background the concerning fundamental changes in capital accumulation regime with its imposed constraints and opportunities on welfare regimes of countries. This study intends to make this criticism of liberal-conservative approach to poverty in the context of Turkey by selecting Deniz Feneri Association and Social Assistance and Solidarity General Directorate as case studies. Building upon the information acquired from interviews carried out by Deniz Feneri Association and Social Assistance and Solidarity General Directorate, this study identifies the liberal-conservative approach to poverty as the dominant approach to poverty in Turkey after 1980s. Furthermore, depending on the analysis of interviews depoliticization of poverty, rising moral language in poverty, and denial of social rights perspective which are identified to be the major foundational components of liberal-conservative approach to poverty are also identified to a great extent be in a reproduction relation with respect to the requirements of new capital accumulation regimes.

Trabalhamos no regime de acumulação coerente, em que o tempo de relaxação dos átomos do meio é maior que o tempo entre os pulsos. Para sondar a excitação produzida pelo laser pulsado sobre os vários grupos de velocidades atômicos usamos um laser contínuo de diodo. Estudamos a transmissão do laser de diodo em função de sua frequência, na presença e na ausência do laser pulsado, quando ambos os lasers estão sintonizados na transição 5S1=2 !5P3=2. Os resultados experimentais mostram que a transmissão do laser de diodo aumenta ou diminui dependendo do modo do pente de frequências que está interagindo com o grupo de átomos. Descrevemos os resultados experimentais trabalhando no domínio da frequência e modelando o meio atômico por um conjunto de dois sistemas de três níveis tipo L e um sistema de dois níveis, todos independentes entre si, interagindo com os modos do pente de frequência. Assim, a modelagem teórica considera os vários níveis hiperfinos e discrimina a interação com a transição cíclica do efeito de bombeio ótico, apresentado um resultado em concordância com os dados experimentais obtidos. O experimento foi realizado sem travar a taxa de repetição nem a frequência de off-set do laser de femtosegundos. / We present a study of the interaction of a high repetition rate femtosecond Ti:sapphire laser with a vapor atomic rubidium. We work on coherent accumulation regime, in which the atomic relaxation time is greater than the time interval between pulses. The action of the ultrashortpulsed laser over different atomic velocity groups is probed by a diode laser. We studied the transmission of the diode laser as a function of frequency, with and without the presence of the ultrashort-pulsed laser, when both lasers are tuned to 5S1=2!5P3=2 transition. The experimental results show that the diode laser transmission increases or decreases depending on the mode of the frequency comb that interacts with different velocity groups. The experimental results are described in the frequency domain and the atomic system is modeled by a set of two threelevel L systems and a system of two-level all independent and interacting with the frequency comb modes. The theoretical treatment considers the hyperfine transitions and distinguishes the interaction between the cyclic transitions from optical pumping effect, showing results in good agreement with the experimental data. The experiment is performed without lock repetition rate or the off-set frequency of the femtosecond Ti:sapphire laser.

The finance-dominated accumulation regime, income distribution and the present crisis

The paper discusses the interactions of changes in income distribution and the accumulation dynamics in the post-Fordist accumulation regime in OECD countries, which is characterized by deregulated financial markets. The neoliberal mode of regulation came with a decisive shift in power relations at the expense of labor, which is clearly reflected in the fall of wage shares across OECD economies. The notion of a "finance-dominated" accumulation regime is proposed to highlight that financial developments crucially shape the pattern and the pace of accumulation. Financial globalization has relaxed balance of payment constraints and thereby allowed the build up of big international imbalances. The combination of real wage moderation and financial liberalization has led to different strategies (or at least outcomes) in different countries. While some countries (like the USA) exhibit a credit-fuelled consumption-driven growth model that comes with large current account deficits, others (like Germany and Japan) show an export-driven growth model with modest consumption growth and large current account surpluses. Overall the finance-dominated accumulation regime is characterized by a mediocre growth performance and by a high degree of fragility.
