A strategy for the management of HIV/AIDS in the health sector of the City of Johannesburg

M.Cur. / The HIV/AIDS pandemic is posing major challenges to all sectors in South Africa, including the Health sector of the City of Johannesburg. The Health sector of the City of Johannesburg, as a result of the pandemic, is faced with increasing demands on its scarce resources at a time of major reform at local government level including transformation of the health sector. The inhabitants of the City of Johannesburg are particularly vulnerable to high levels of HIV/AIDS infection because of job prospects in the city, a good transport infrastructure, high levels of mobility of the community, the existence of single sex-hostels, marginalised communities living in informal settlements, poverty income inequality. An increase in the prevalence of HIV/AIDS is inevitable, unless a concerted effort is established to curtail the spread of the disease. An impact analysis conducted, revealed that already in the year 2000 an estimated 168 921 HIV infected persons were living in the city (City of Johannesburg, 2001 :21). In high-risk groups, such as attenders to services for the treatment of Sexually Transmitted Infections (STls), prevalence rates as high as 53% among females, and 35.8% among male persons were recorded (SAIMR, 2000:1). The City of Johannesburg, a local government structure, has not formally adopted a strategic plan to address the pandemic. The national and proVincial governments have responded to the pandemic and their 3-5 year strategic plans are known and pUblished. In spite of the absence of an official strategic plan to address the pandemic in the City of Johannesburg, the political will and strategic intentions to address the pandemic have been declared by management. Although all sectors of the City are affected, it is generally assumed that the Health sector would assume the leading role in addressing the pandemic. The objective of this study has thus been to explore and describe a strategy for the management of HIV/AIDS by the Health sector of the City of Johannesburg. The question presented for research was formulated as follows: " What strategy should be adopted by the Health sector of the City of Johannesburg to manage the HIV/AIDS pandemic in future?" An exploratory, descriptive and quantitative research design was utilised. The strategy for the management of HIV/AIDS was formulated according to the UNAIDS "Guide to the strategic planning process for a national response to HIV/AIDS" (1998), and the content validity was determined according to Lynn (1986) "Determination and quantification of Content Validity".

A dissertation submitted in partial fulfillment of the requirements for the Degree of master of Arts (Clinical Psychology) in the Departmnet of Psychology at the University of Zululand, South Africa, 2001. / The need to carry out research on attitudes towards people with HIV/AIDS stems from a concern about the increasing hostility and prejudice towards people with HIV/AIDS. The main purpose of this study was to examine the attitudes of tertiary education students towards people with HIV/AIDS. The study also intended to astain whether there are any gender difference in attitude of the sample towards individuals with HIV/AIDS. The questionnaire was administered to 286 students that were attending the University of Zululand. Likert Scale was used to measure the attitudes. The findings of the study was that the general attitude of students of Zululand University towards people with H1V7AIDS was positive. Another finding was that there were no differences between males and females attitude towards people with HTV/A1DS. / Centre for Science Development

Older people's perceptions of health services and their health seeking behaviour in the era of HIV/AIDs : a case study of the eThekwini Municipality in KwaZulu-Natal.

In sub-Saharan Africa - the region with some of the world's highest levels of HIV prevalence - AIDS has reached pandemic proportions. At present, the highest rates of infection are in the region where the main route of transmission is heterosexual intercourse. Although HIV/AIDS is a major concern for all age groups, to date there has been very little exploratory research conducted on the population aged 50 and above. This dissertation seeks to analyse older people's perceptions of health services and their health seeking behaviour in the era of HIV/AIDS. This study utilized both qualitative and quantitative methodologies for data collection. The qualitative data relies on focus group discussions and the quantitative data from the exit interviews. In total, two hundred interviews were conducted and two focus group discussions were conducted: one with men only and one with women only. For the purpose of the study, older people referred to those persons aged 50 years and above. The study found that awareness of HIV/AIDS was relatively high. The majority of older people were aware of the main routes of HIV transmission and also the measures that they can use to protect themselves. An important source of information is public health facilities. Few older men and women perceived a medium or high risk of HIV infection. This is likely to have influenced their attendance at HIV/AIDS services. Few respondents reported ever using HIV/AIDS services. There are a number of factors inhibiting use of HIV/AIDS services including perceptions of health services, stigma and discrimination, high transportation costs and poor interpersonal relationships with providers. For the HIV/AIDS interventions to be successful, the task remains to address these factors influencing health-seeking behaviours. / Thesis (M.A.)-University of KwaZulu-Natal, Durban, 2008.

It is proposed that a multi-directional approach would be the most useful in examining the moral boundaries exemplified in the law identified with legal and social changes that have resulted in response to the AIDS epidemic.
