A Research on the Assessment of Vessel Traffic Operators¡¦ Performance by Grey Analysis

The performance of Vessel Traffic Service (VTS) depends upon not only the facilities but the training and operational competence of the VTS operators. In this research, the current status and training scheme of four major VTS ports are reviewed. A fuzzy Analytic Hierarchy Process (AHP) model is subsequently developed to evaluate the training effectiveness of the VTS operators. The approach proposed enables experts to linguistically express opinions with degrees of truth of which the relationships are continuous. This solves the mapping problems between linguistic terms and discrete numerals resulting from traditional AHP methods. Four hierarchies comprising the factors of goals, competence, modules and subjects are constructed. The weights and priority of the elements for each hierarchy are acquired. The Grey Interval Measure method is also applied to analyze the training effectiveness and competence of the VTS operators by calculating the upper and lower bounds of the VTS-operator evaluations. The operational competence of VTS operators is judged by the experts invited. Finally, the interrelationships between the performance and the background indices are appreciated and the alternatives enhancing the performance of the VTS operators are identified. The measures include the recruitment of personnel with higher educational and professional backgrounds and enhancement of the professional trainings for the existing employees. The subjects of the training are also identified in this study. The contents and course hours should be appropriately organized and more attentions should be paid to the topics with higher weights. If the consistency with regard to the training schemes for the four VTS ports can be enhanced to a certain level, the quality of the VTS performance in Taiwanese waters will be increased. The marine safety will also be improved and marine environmental pollutions will be reduced.

An Action Research On Program Development Process For Determining Multiple Intelligences Profiles Of 1st, 2nd And 3rd Graders

This study aimed to explore a program development process and explain how each component of the process contributes to overall procedure for determining 1st, 2nd, and 3rd grade students&rsquo / multiple intelligences profiles. The action research was conducted through implementing the incremental components of development process namely / (1) needs assessment, (2) program design, (3) program implementation and verification, (4) summative evaluation. Purposeful sampling methods were used to select the participants of the study. On the basis of the purposeful sampling methods, the participants comprised of two elementary schools with their 1st, 2nd and 3rd grade students, teachers, parents / three branch teachers / instruments developers / experts from the fields of multiple intelligences, psychology, sociology, social pediatrics, neurology, psychiatry, and child neurology. The data collection methods were interview, observation, written document analysis, questionnaire. Descriptive and content qualitative analyses were used to analyze the data. For the validity and reliability purposes of the materials developed throughout the study, quantitative data and quantitative data analysis were conducted. The results of the needs assessment indicated that the 1st, 2nd and 3rd grade teachers had various purposes to determine their students&rsquo / multiple intelligences profile. They used various methods having both weaknesses and strengths. The most appropriate method was using multiple methods / sources. The program with its materials was developed in the program design phase. The materials were &ldquo / story inventory,&rdquo / &ldquo / film inventory,&rdquo / &ldquo / parent questionnaire,&rdquo / and &ldquo / performance assessment.&rdquo / The program including its materials had both weaknesses and strengths. Therefore, effective modifications were conducted on the program in the program implementation and verification phase. Finally, the results of the summative evaluation indicated that the study and the program reached their purposes largely.

Assessing the Energy Consumption of Smartphone Applications

Mobile devices are increasingly becoming essential in people's lives. The advancement in technology and mobility factor are allowing users to utilize mobile devices for communication, entertainment, financial planning, fitness tracking, etc. As a result, mobile applications are also becoming important factors contributing to user utility. However, battery capacity is the limiting factor impacting the quality of user experience. Hence, it is imperative to understand how much energy impact do mobile apps have on the system relative to other device activities. This thesis presents a systematic studying of the energy impact of mobile apps features. Time-series electrical current measurements are collected from 4 different modern smartphones. Statistical analysis methodologies are used to calculate the energy impact of each app feature by identifying and extracting mobile app-feature events from the overall current signal. In addition, the app overhead energy costs are also computed. Total energy consumption equations for each component is developed and an overall total energy consumption equation is presented. Minutes Lost (ML) of normal phone operations due to the energy consumption of the mobile app functionality is computed for cases where the mobile app is simulated to run on the various devices for 30 minutes. Tutela Technologies Inc. mobile app, NAT, is used for this study. NAT has two main features: QoS and Throughput. The impact of the QoS feature is indistinguishable, i.e. ML is zero, relative to other phone activities. The ML with only the TP feature enabled is on average 2.1 minutes. Enabling the GPS increases the ML on average to 11.5 minutes. Displaying the app GUI interface in addition to running the app features and enabling the GPS results in an average ML of 12.4 minutes. Amongst the various mobile app features and components studied, the GPS consumes the highest amount of energy. In an overcapacity world, where the customers can choose from many similar products to satisfy their needs, enterprises are looking for new approaches and tools that can help them not only to maintain, but also to increase their competitive edge. Innovation, flexibility, quality, and service excellence are required to, at the very least, survive the on-going transition that industry is experiencing from mass production to mass customization. In order to help these enterprises, this research develops a Supply Chain Capability Maturity Model named S(CM)2. The Supply Chain Capability Maturity Model is intended to model, analyze, and improve the supply chain management operations of an enterprise. The Supply Chain Capability Maturity Model provides a clear roadmap for enterprise improvement, covering multiple views and abstraction levels of the supply chain, and provides tools to aid the firm in making improvements. The principal research tool applied is the Delphi method, which systematically gathered the knowledge and experience of eighty eight experts in Mexico. The model is validated using a case study and interviews with experts in supply chain management. The resulting contribution is a holistic model of the supply chain integrating multiple perspectives, and providing a systematic procedure for the improvement of a company’s supply chain operations.

The Diploma work includes the valuation of a flat-building according to the valuation rules in Břeclav.The main line of this work is to give information about valuation of properties and concepts, which connented with these questions. In the conkrete there is a fixed price of flat-building and there are for methods for valuation of properties. The first task is to appoint the price of flat-building as a whole and the second is to appoint the prices of flats. The price of flat-building also includes outdoor alterations. There are used the methods for valuation. For flat-building it is a load and a decree way and their combination and for flats it is a comparing method.In the end it is necessary to find out the change of price of flat-buiding if the ownership is change. We found out that if the price will be appoint according to the combination of the load the decree wayand comparing method, the price of the sum of accommodation units will be higher than price of combi ation of the load and the decree way.
