There was the use of the geotechnologies, as the Digital Cartography, Remote Sensoriament, Global Positioning system and System of Geographic Information, that had been the base for the elaboration of Digital Atlas. The justification is in the necessity of instruments for aid of the management of the patrimony, as the Digital Atlas, to be implanted and to be used in the public administration and by the society. The geotechnologies are important for the municipal management, therefore it is increasing the demand for processes of integration of informations, and the georreferencing of the same ones. The line theoretician-metodologic adopted was the chain of critical geography, therefore it establishes a critical reading of the phenomena, trying to diminish the partner-economic and regional differences, understanding that they result of relations of power. Critical geography has a proposal pluralist and opened, dialoguing with diverse chains and its characteristics they are to consider the social boarding; the phenomena if materializing in the space; e the union between object and citizen, influenced to the social view of world of the investigator. The results of this research reveal a Historical Center with preserved constructions, but deficient as much the technical instruments, especially cartographic information, that can contribute for the activities of management of the cultural patrimony architectural. This space is subject to the rules of the capitalist exploration, but in compensation there is also an identification of the society while part integrant of this architectural patrimony, where the styles of the casarios are like a form of materialization of the social production of a time. Also the necessity of instruments as these Digital Atlas, to be implanted and to be used in the public administration, aiming at one better administration and use of the rchitectural patrimony in its knowledge form, spreading and fruition for the society in an ampler form. / Esta pesquisa buscou contribuir para a gestão do patrimônio cultural arquitetônico da cidade da Lapa, através da elaboração do Atlas Digital do Patrimônio Histórico Arquitetônico do Centro Histórico utilizando geotecnologias. Houve o uso das geotecnologias, como a Cartografia Digital, Sensoriamento Remoto, Sistema de Posicionamento Global e Sistema de Informações Geográficas, que foram a base para a elaboração do Atlas Digital. A justificativa está na necessidade de instrumentos para auxílio da gestão do patrimônio, como o Atlas Digital, para ser implantado e empregado na gestão pública e pela sociedade. As geotecnologias são importantes para a gestão municipal, pois é crescente a demanda por processos de integração de informações e o georreferenciamento das mesmas. A linha teórico-metodológica adotada foi a corrente da geografia crítica, pois estabelece uma leitura crítica dos fenômenos, tentando diminuir as diferenças sócioeconômicas e regionais, entendendo que eles resultam de relações de poder. A geografia crítica tem uma proposta pluralista e aberta, dialogando com diversas correntes e suas características são considerar a abordagem social; os fenômenos se concretizando no espaço; e a união entre objeto e sujeito, influenciada pela visão social de mundo do investigador. Os resultados desta pesquisa revelam um Centro Histórico com edificações preservadas, mas deficiente quanto a instrumentos técnicos, especialmente informações cartográficas, que possam contribuir para as atividades de gestão do patrimônio cultural arquitetônico. Esse espaço está sujeito aos ditames da exploração capitalista, mas em compensação existe também a identificação da sociedade enquanto parte integrante deste patrimônio arquitetônico, onde os estilos dos casarios são como uma forma de materialização da produção social de uma época. Também a necessidade de instrumentos como este Atlas Digital, para ser implantado e empregado na gestão pública, visando uma melhor administração e uso do patrimônio arquitetônico na sua forma de conhecimento, divulgação e usufruto pela sociedade de forma mais ampla.

Um Atlas Digital é um atlas que foi concebido através de técnicas computacionais e que, consequentemente, pode ser acessado através de um computador. Estruturado em um ambiente gráfico, além dos mapas, pode-se contar também com textos, fotografias, dados estatísticos, gráficos e tabelas. Por estar em meio digital existe a possibilidade de utilização de uma expressiva gama de temas, formatos e escalas. Nesta dissertação apresenta-se um protótipo de Atlas Digital como uma colaboração ao Sistema de Informação Municipal SIM, para o município de São João de Meriti, RJ. O referido SIM, que tem como meta os serviços municipais, visa atender ao próprio município, ao cidadão e a outros interessados na cidade, sendo as suas informações fundamentais para a melhoria da gestão das prefeituras. A pesquisa foi direcionada para o tema da habitabilidade, que consiste num conjunto de condições voltadas para a construção de habitat saudável, abrangendo temas físicos, psicológicos, sociais, culturais e ambientais. Dentro do tema habitabilidade, foram trabalhados os subtemas relativos a infraestrutura de abastecimento de água, esgoto, coleta de lixo, saúde e educação, esses subtemas foram confrontados entre si para uma comparação entre os bairros do município. O SIM e a habitabilidade são contemplados no plano diretor da cidade e representa uma grande parte da sustentação teórica da dissertação. A modelagem e implementação do protótipo do Atlas Digital foram feitas com auxílio de softwares gratuitos, sendo possível acessar mapas temáticos e outras informações sobre São João de Meriti / A Digital Atlas is an atlas that has been designed using computational techniques and that, consequently, can be accessed through a computer. The modeling and implementation of the prototype Digital Atlas was made with free software, where the access to thematic maps and other information about São João de Meriti are possible.
