The impact of ciminal background checks on the selection of school volunteers as reported by human resource professionals of selected Texas public school districts

The purpose of this study was to examine the impact of criminal background checks on the selection of school volunteers as reported by human resource professionals in selected Texas public school districts. Ninety Texas school districts were randomly selected for this study, and results were categorized by the size of the school district based on student population. Survey responses were analyzed using descriptive and inferential statistics. A Chi-square analysis was performed to determine if there were significant differences (p ? 0.05) in responses to research questions based on size of the school district. Findings in the study included the following: 1. There was no difference in the school district approach to policy and procedure development based on the size of the school district as it pertained to criminal background checks of school volunteers. 2. There was no difference in response rate based on the size of the school district regarding type of offense, number of offenses, adjudication process, and type of criminal history data search. 3. There was a significant difference (p ? 0.05) in approach between largesized and small-sized school districts regarding the acceptable timeframe concerning recency of offense on a volunteer criminal history record. 4. There was no difference in response rate based on the size of the school district regarding the effectiveness of criminal background check procedures in eliminating potential volunteers who might pose a threat or risk to teachers, staff, and students. The following are recommendations for further study: 1. A similar study could assess the responses from teachers, staff, and/or students to determine if these different education categories possess different perceptions regarding the impact of criminal background checks on school volunteers. 2. A further study could analyze the specific written policies of school districts and determine the decision criteria for each level of offense. 3. This study focused on school volunteers. A research study could specifically focus on the impact of criminal background checks on parent volunteers, or conversely be more general, focusing on the impact of criminal background checks on professional or auxiliary employees.

Analysis of Background Check Policy in Higher Education

In the higher education environment today, lack of agreement about background checks between campus community members, fueled by unresolved tensions between security and privacy, has led many universities to adopt a patchwork of fragmented background check policies. Many of these policies have been created and accepted without careful consideration of the wide array of risks and complexities involved with background checks. This policy analysis examined the experiences and history behind Georgia Institute of Technology’s adoption of background check policy. This was achieved through interviewing relevant constituents and analyzing of all available/related official policy documents associated with Georgia Tech’s Pre-employment Background Check Policy and Program. This dissertation presents a chronological account of the events and influences associated with Georgia Tech’s adoption and revision of background check policy. Results of this study offer valuable insights and recommendations for further study in order to assist higher education policy makers and HR professionals at other universities in making more informed decisions regarding the challenges involved with background check, and similar, policy. Some of these insights include an awareness of societal tensions that exist between privacy and security policy; the importance of understanding how national, local, and organizational level triggering events have shaped and contributed to higher education background check policy that is based on a general concern for security; and my recommendation for further study into background check policy as it will relate to the higher matriculation process.

The results of the qualitative study is compiled in a conclusion valid for the local sample groupincluding 7 small business owners and demonstrates that employers, although it is not alwaysconsciously, are influenced in their subjective judgments about the job applicants suitability foremployment through information obtained from Facebook along with other information sources. Facebook is a web-based social platform originally designed for social interaction related toprivacy. The information are used in completely different contexts when other stakeholders in theform of decision-making professionals enter the network in order to perform background checks. This information can be interpreted and used as a basis for professional decision-making and influence users' living conditions. Earnings reports for some difficulties and opportunities ofinformation transfer through Facebook that may be of interest to consider and discuss whilecomposing social media policys related to information gathering during recruitment and duringinteraction design of social media.
