Decentralised fish seed networks in Northwest Bangladesh : impacts on rural livelihoods

Ricefield based fish seed production (RBFSP) in irrigated spring (boro) ricefields after initial introductions by external promoters has spread among farmers in parts of Northwest Bangladesh. This approach to producing juvenile fish, rather than by specialised geographically clustered hatchery and nursery enterprises, has been recognised as a strategy for decentralised production that makes large high quality seed available locally and supports food fish production. RBFSP has been promoted by the international NGO CARE as part of a process to improve rice-based livelihoods of farming households using a farmer field school (FFS) approach in two consecutive projects between 1993 and 2005. The approach is technically simple and is based on the stocking of common carp (Cyprinus carpio) eggs and Nile tilapia (Oreochromis niloticus) broodfish in ricefields. As a new approach to farmer level fish seed production, its livelihood impacts on the farming households as well as associated actors; its adoption, adaptation and rejection process in farming households; and its cost-effectives for dissemination at farmer level were not well understood. This thesis mainly applies the concept of the sustainable livelihood approach (SLA) using tools and processes of the growing family of participatory research. A systems approach was used to ensure that the key stakeholders including households, community and extension organizations were included. The study was initiated with a well-being analysis of community households to identify poorer households before exploring impacts of RBFSP on poorer producing households (RF) compared to non-producing (NRF) households based on one-off and longitudinal surveys. Livelihoods impacts on other actors linked directly and indirectly with RBFSP were also investigated. The adoption process of RBFSP at the household level and the cost-effectiveness of its promotion were assessed. Impact studies at the household level showed that RF households were significantly larger and had lower levels of formal education than NRF. Adoption of RBFSP had improved practical skills and hence substantially improved human capital in RF households. RF households tended to have more of their ricefish plots located adjacent to their households. Poor and intermediate adopters had smaller riceplots than better-off households but higher seed production efficiencies (poor-315.1 kg fingerlings/ha; intermediate-419.1 kg fingerlings/ha) than better-off households (294.6 kg fingerlings/ha). In addition to direct consumption of large fingerlings, RF households restocked them for further growth in their household ponds in doing so increasing yields by 60%. Fish consumption increased substantially in RF households based on their own production reducing their dependency on purchase from markets. The year round longitudinal survey revealed that activities for RBFSP were compatible with their existing rice-based agriculture activities for household members including men, women and children. The relatively limited income from fingerling production improved cash flow in the low income months. Consumption of large size fingerlings from ricefields provided nutrient dense food in the ‘hungry gap’ months when supplies of wild fish were poor, smoothing consumption. Apart from RF households, RBFSP extended its livelihoods impacts to a wide range of actors in and around the seed producing community. Poor fry traders were found to be key actors in the spread and support of RBFSP. On average fry traders supplied fingerlings to 35 foodfish producers within a mean distance of 5 Km from producing households in a community where RBFSP was well established. The end users (foodfish producers) included households with their own ponds, ponds with multiple ownership and larger waterbodies leased by small groups. Locally available RFBSP juveniles were attractive to each of these groups, supplementing hatchery derived seed. A large number of complex socio-cultural and technical factors were related to household level adoption of RBFSP. The major factors included use of cash generated to prevent distress sales of rice; lack of requirement to use pesticide in ricefields; meeting the household consumption demand; capacity to restock fingerlings in ponds; lack of any negative effects on rice production; increased non-stocked fish production in riceplots; simplicity of the technology; ease of fish harvest from riceplots; increased ability to gift fingerlings/foodfish to relatives and neighbours; more efficient use of both riceplot and irrigation pumps. The most important reasons for households not attempting or quickly rejecting RBFSP were labour conflicts with other activities. However, lost access to the riceplots through changes in tenure was the most common cause of late rejection by households who had practiced RBFSP for several years after withdrawal of CARE support. Location of fish seed producing plots close to the homesteads facilitated household women to contribute to seed production activities through feeding and looking after fish. Women were able to decide and control resources generated from fingerling sales as well as choosing to gift fingerlings to their relatives. Informal transfer of fingerlings in this way stimulated spread of RBFSP. Decentralised fish seed production was promoted through FFS very cost effectively. The introduction of an improved strain of Nile tilapia (GIFT) broodfish greatly enhanced the returns from decentralised seed production based on common carp alone. High levels of secondary adoption improved benefits from promoting RBFSP. The major benefit derived from the improved returns to food fish farmers using locally produced seed. Higher levels of net present value (NPV) and benefit cost ratio (BCR) were achieved based on promotion of mixed-sex tilapia in RBFSP than mono-sex tilapia produced in a large scale central hatchery. Cost-effectiveness in terms of multiplier development impacts on ramification of secondary adopters and, income of fry traders and foodfish producers, RBFSP also showed better performance than a mono-sex tilapia hatchery.

Governance Matters: Power, Corruption, Social Exclusion, and Climate Change in Bangladesh

Although there is a growing literature on non-climatic drivers of vulnerability to climate change, there are only a few empirical case studies that demonstrate the process through which vulnerability is produced. Moreover, existing climate literatures offer very limited insights on the linkages between governance and vulnerability to climate change. Within the governance framework, this dissertation tends to contribute to the current body of knowledge by exploring the role of governance in producing vulnerability to climate change. Using southwest coastal Bangladesh as an example, this study addresses three specific research questions: (1) how mastaanocracy, a form of uneven power relations shapes vulnerability to climate change; (2) the impact of corruption, particularly bribery and extortion on livelihoods in the face of climate change; and (3) the linkage between social exclusion and climate change vulnerability. Findings suggest that unequal power relation and corruption reduces the ability of the population to cope with the stresses of climate change. Social exclusion adds an extra burden to already vulnerable segments of population. On the other hand, climatic change pushes marginalized community further away thus exacerbating social exclusion. Based on the findings, I argue that it is difficult to build resilience and achieve successful adaptation without addressing the structural factors of power and inequality.

An Evaluation of Arsenic-Iron Removal Plants for Improved Performance and Waste Management in Rural Bangladesh

The presence of naturally occurring arsenic in groundwater has caused a number of social and health-related problems for the rural poor of Bangladesh. Today, it is estimated that 42 – 60 million people in Bangladesh consume water at arsenic concentrations greater than the World Health Organization (WHO) standard of 10 μg/L. The arsenic-iron removal plant (AIRP) has been widely used to remove arsenic from drinking water across much of the country; however, AIRPs show variable levels of efficiency and have often failed to meet the WHO standard. Those who continue to drink water with elevated concentrations of arsenic are prone to skin disease and various cancers. The thesis presented here examines methods to mitigate exposure of the rural poor to arsenic by modifying the AIRP and increasing our understanding of the chemical and social factors associated with its use. This objective is accomplished via four channels: (1) assessment of the chemical processes occurring within the AIRP, (2) evaluation of three retrofits, (3) development of a waste management strategy, and (4) examination of social factors affecting use and sustainability of the AIRP. Household AIRPs installed in the village of Mohadevpur, in the Manikganj district, are examined.

Sustainability of Changing Agricultural Systems in the Coastal Zone of Bangladesh

Transformations of the various agricultural systems have been taking place in the coastal zone of Bangladesh. While some farmers continue to follow traditional practices, in recent years, others have become involved in massive shrimp cultivation, shrimp-rice cultivation, a rice-based improved agricultural system or a shrimp-rice-vegetable integrated system. All these types of agriculture are being practiced under highly vulnerable environmental conditions. The long-term livelihood, food security and adaptation of the coastal people largely depend on the sustainability of these agricultural practices. In this context, assessing the level of sustainability is extremely important and will be essential for developing future policy options in Bangladesh. This study attempts to examine the sustainability of agricultural practices in the coastal region of Bangladesh. A field study was carried out in 2011 in five villages of five upazilas in the mature and active delta areas of the country. The data were collected through in-depth questionnaire surveys, focus groups discussions, field observation, key informants and secondary materials. A comprehensive suite of indicators was developed considering productivity, efficiency, stability, durability, compatibility and equity of the coastal agriculture. The categories and the indicators were weighted using Multi-Criteria Decision Analysis (MCDA) to measure the sustainability level of five study sites. The integrated agricultural system (shrimp-rice-vegetable) of Dumuria appeared to be the most sustainable system among agricultural practices, and other integrated systems (rice-based improved agricultural system) of Kalaroa were also found to show a good level of sustainability. The massive shrimp cultivation system of Shyamnagar and Kaliganj appears to be least sustainable. A traditional agriculture system with some improved methods followed in Bhola Sadar also performed in a satisfactory manner, but there were limitations in terms of its location in the active delta. The level of the sustainability measured in this study allows for a comparison among agricultural practices of the five study sites. The information generated from the study may be used in formulating policies for this part of the country. Measuring agricultural sustainability in this way produces a useful summary of sustainability issues and also provides some vital learning experiences. A holistic and interdisciplinary approach is attempted in this study for assessing and comparing the sustainability level of coastal agricultural systems. Zero-inflated regression models for count data : an application to under-5 deaths

Zero-inflated (ZI) count data models overcome the restriction of equality relationship between mean and variance, but functional relationship still exists. For ZI models it is important to know whether the proportion of zeros and the rate of counts have any influence on the fit of the model. In this study we have considered three zero-inflated models, namely, ZIP, ZINB, and Hurdle model. We also considered Poisson and negative binomial model as classical count data models. Our simulation experiment suggests that the proportion of zeros for given rate parameter does not a↵ect the fit of the models as long as model is correctly specified. In case of misspecification of the model, it does not perform well for large rate parameter. These three zero-inflated models performed better than the classical models as the rate parameter and the proportion of zeros become larger. We applied five models to the BDHS 2011 survey data to understand the social determinants associated with a mother to experience under-5 deaths of her children. The classical models failed to di↵erentiate between mothers who have experienced under-5 deaths of their children and who have never experienced under-5 deaths. While zero-inflated models were able to di↵erentiate between those two groups of mothers in terms of zero counts and positive counts of number of under-5 deaths of their children with associated covariates in opposite slope of coefficients. Among the three zero-inflated models, Hurdle model performed best in fitting the data compared to the ZIP and ZINB models.

Teacher Change in Bangladesh: A Study of Teachers Adapting and Implementing Active Learning into their Practice

The purpose of this study is to investigate the teacher change process and extend our understanding of how variability in the ways that primary school teachers in Bangladesh implement innovative pedagogical practices, such as active learning, reflects variations in their understanding, attitude, experience, and skill in the use of those pedagogical approaches. Multiple forms of data gathering were employed based on the concerns-based adoption model (CBAM) including an open-ended statement of concern, interviews, and class observations from a purposive sample of ten teachers working in ten different schools. Additional interviews were also conducted with staff responsible for the teachers' professional development. Five main findings emerged from the research. First, there was a split between novice teachers who were committed to following the prescriptive lesson plans and more experienced teachers who adapted their lessons to accommodate differences in student readiness and performance. Second, the majority of teachers appeared to be satisfied with their use active learning methods and the mandated lessons with little projected variation in how they will implement the innovation in the future. Third, the class observation findings indicate that the majority of teachers were rated as ideal users of active learning methods in the classroom. Fourth, findings indicate that professional development and a commitment to building networks among teachers and support staff helped facilitate teachers' confidence and competency. Fifth, among the most influential factors shaping teachers' use of active learning methods were the availability of supplementary learning and teaching resources. Implications for professional development and support for teachers, the applicability of CBAM-based research in low-income country contexts like Bangladesh, as well as future areas of comparative, international, and development education research are discussed in light of those findings.

Hydrogeological and geochemical assessment of aquifer systems with geogenic arsenic in Southeastern Bangladesh : Targeting low arsenic aquifers for safe drinking water supplies in Matlab

Naturally occurring arsenic (As) in Holocene aquifers in Bangladesh have undermined a long success of supplying the population with safe drinking water. Arsenic is mobilised in reducing environments through reductive dissolution of Fe(III)-oxyhydroxides. Several studies have shown that many of the tested mitigation options have not been well accepted by the people. Instead, local drillers target presumed safe groundwater on the basis of the colour of the sediments. The overall objective of the study has thus been focussed on assessing the potential for local drillers to target As safe groundwater. The specific objectives have been to validate the correlation between aquifer sediment colours and groundwater chemical composition, characterize aqueous and solid phase geochemistry and dynamics of As mobility and to assess the risk for cross-contamination of As between aquifers in Daudkandi and Matlab Upazilas in SE-Bangladesh. In Matlab, drillings to a depth of 60 m revealed two distinct hydrostratigraphic units, a strongly reducing aquifer unit with black to grey sediments overlies a patchy sequence of weathered and oxidised white, yellowish-grey to reddish-brown sediment. The aquifers are separated by an impervious clay unit. The reducing aquifer is characterized by high concentrations of dissolved As, DOC, Fe and PO43--tot. On the other hand, the off-white and red sediments contain relatively higher concentrations of Mn and SO42- and low As. Groundwater chemistry correlates well with the colours of the aquifer sediments. Geochemical investigations indicate that secondary mineral phases control dissolved concentrations of Mn, Fe and PO43--tot. Dissolved As is influenced by the amount of Hfo, pH and PO43--tot as a competing ion. Laboratory studies suggest that oxidised sediments have a higher capacity to absorb As. Monitored hydraulic heads and groundwater modelling illustrate a complex aquifer system with three aquifers to a depth of 250 m. Groundwater modelling illustrate two groundwater flowsystems: i) a deeper regional predominantly horizontal flow system, and ii) a number of shallow local flow systems. It was confirmed that groundwater irrigation, locally, affects the hydraulic heads at deeper depths. The aquifer system is however fully recharged during the monsoon. Groundwater abstraction for drinking water purposes in rural areas poses little threat for cross-contamination. Installing irrigation- or high capacity drinking water supply wells at deeper depths is however strongly discouraged and assessing sustainability of targeted low-As aquifers remain a main concern.
